This will affect the economies of many coal-exporting countries that have, for years, relied on China to buy their coal. However, with rapid decarbonisation, the biggest energy consumer globally is now looking towards an independent and more resilient power system. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-china-and-its-critical-importance-for-the-global-coal-market\"><strong>China and Its Critical Importance for the Global Coal Market<\/strong><\/h2>\n\n\n\n<p>China is the world\u2019s <a href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/3121426\/china-coal-why-it-so-important-economy\" target=\"_blank\" rel=\"noreferrer noopener\">largest coal producer and consumer<\/a>. Furthermore, the country is also the world&#8217;s <a href=\"https:\/\/time.com\/6133129\/china-coal-imports-indonesia-ban\/\" target=\"_blank\" rel=\"noreferrer noopener\">leading coal importer<\/a>.<\/p>\n\n\n\n<p>In 2020 and 2021, China imported <a href=\"https:\/\/time.com\/6133129\/china-coal-imports-indonesia-ban\/\" target=\"_blank\" rel=\"noreferrer noopener\">over 335<\/a> and <a href=\"https:\/\/www.scmp.com\/business\/article\/3174938\/chinas-demand-coal-imports-drop-sharply-due-decarbonisation-energy\" target=\"_blank\" rel=\"noreferrer noopener\">324 million metric tonnes<\/a> of thermal coal, respectively. The amount imported in 2021 made up half of the total global coal imports.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-where-does-china-import-coal-from\"><strong>Where Does China Import Coal From?<\/strong><\/h3>\n\n\n\n<p><a href=\"https:\/\/www.scmp.com\/business\/article\/3174938\/chinas-demand-coal-imports-drop-sharply-due-decarbonisation-energy\" target=\"_blank\" rel=\"noreferrer noopener\">Over 62%<\/a> of coal imports of China come from Indonesia, with another 17% coming from Russia. Together, both countries account for close to 80% of coal China imports.<\/p>\n\n\n\n<p>The rest comes from various countries, including Australia and the US. In 2021, the US had <a href=\"https:\/\/www.eia.gov\/coal\/production\/quarterly\/pdf\/t7p01p1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">15% of its coal exports<\/a> shipped to China.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-coal-no-longer-the-focus-china-s-decarbonisation-strategy-and-the-effect-on-coal-exporting-countries\"><strong>Coal No Longer the Focus: China\u2019s Decarbonisation Strategy and the Effect on Coal-Exporting Countries<\/strong><\/h2>\n\n\n\n<p>China aims to become <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-08-10\/how-china-plans-to-become-carbon-neutral-by-2060-quicktake\" target=\"_blank\" rel=\"noreferrer noopener\">net-zero by 2060<\/a> and is expected to reach the peak of its emissions by 2030. Meanwhile, the country is working on building a more independent and self-sufficient energy system. The combination of its decarbonisation commitments and its efforts towards boosting domestic energy security will inevitably lower the country&#8217;s coal consumption and imports.<\/p>\n\n\n\n<p>According to estimates from Australian National University (ANU), <em>China\u2019s coal imports<\/em> will shrink by <a href=\"https:\/\/www.cell.com\/joule\/fulltext\/S2542-4351(22)00135-0?_returnURL=https%3A%2F%2Flinkinghub.elsevier.com%2Fretrieve%2Fpii%2FS2542435122001350%3Fshowall%3Dtrue\" target=\"_blank\" rel=\"noreferrer noopener\">49% by 2025<\/a>. The fossil fuel exporting countries that will be most affected are Indonesia and Australia. China\u2019s overseas thermal coal imports from both countries will drop to 130 Mt by 2025 from 185 Mt in 2019. Overseas coking coal imports, mainly from Australia, will fall from 34 Mt in 2019 to between 23 and 25 Mt by 2025.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-china-coal-imports-and-boosting-domestic-coal-production\"><strong>China Coal Imports and Boosting Domestic Coal Production<\/strong><\/h2>\n\n\n\n<p>To compensate, China is looking at overland coal imports from Mongolia. China\u2019s government also plans to <a href=\"https:\/\/chinadialogue.net\/en\/digest\/fossil-fuel-production-to-increase-for-energy-security\/\" target=\"_blank\" rel=\"noreferrer noopener\">increase domestic coal output<\/a> by 12 million tonnes per day. This shift has been in the works for a long time. In recent years, there has been an increase in <a href=\"https:\/\/www.reuters.com\/article\/us-china-coal-mongolia-tavan-tolgoi-idUSKCN1ND0HP\" target=\"_blank\" rel=\"noreferrer noopener\">investments in coal rail links<\/a> between both countries and a notable expansion of the Mongolian coal mines.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-economic-effect-on-coal-exporting-countries\"><strong>The Economic Effect on Coal-exporting Countries<\/strong><\/h2>\n\n\n\n<p>China\u2019s coal imports have been a significant source of revenue for exporting countries in the Asia-Pacific region. The toll on some economies like Indonesia, China\u2019s leading coal supplier, is likely to be excessive.<\/p>\n\n\n\n<p>&#8220;As the world&#8217;s largest coal importer, any significant reduction in coal imports by China will have major ramifications across the global seaborne coal trade. China is the biggest export market for Indonesia &#8211; the world&#8217;s largest thermal coal exporter. Reduced coal imports by China will leave Indonesia seeking to compete even more strongly with exporters like Australia and South Africa in other markets,\u201d<em> <\/em>says Simon Nicholas, Energy Finance Analyst, Institute for Energy Economics and Financial Analysis (IEEFA).<\/p>\n\n\n\n<p>According to a <a href=\"https:\/\/www.bu.edu\/gdp\/2022\/03\/23\/climate-transition-spillovers-and-sovereign-risk-evidence-from-indonesia\/\" target=\"_blank\" rel=\"noreferrer noopener\">technical paper<\/a> by Boston University&#8217;s Global Development Policy Center, China\u2019s coal phase-out policy might cause a 6% drop in Indonesia\u2019s GDP by 2050.<\/p>\n\n\n\n<p>However, loss of revenue is not the only looming risk over many coal-exporting countries. Many of them have made sufficient efforts to develop and expand their coal mine fleets. According to data from <a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/1SXo_AnZ8kRzSL9EuehrrDaj6NCL6X-QsrUlkSVrOcUw\/edit#gid=0\" target=\"_blank\" rel=\"noreferrer noopener\">Global Energy Monitor<\/a>, Australia has proposed 53 coal mining projects for coal supply, while Indonesia has proposed 12. Both countries each have five projects currently under construction. According to industry experts, coal-exporting countries will not be able to compensate for China\u2019s absence by focusing on other markets.<\/p>\n\n\n\n<p>\u201cThe long-term outlook for seaborne coal is one of inevitable decline. Potential growth markets for seaborne coal like Bangladesh, Pakistan and Vietnam look likely to be much smaller than coal exporters had hoped. When established coal importers like Japan, South Korea and especially China inevitably begin reducing imports, the seaborne coal trade will fall faster than overall global coal consumption,&#8221; explains Simon Nicholas.<\/p>\n\n\n\n<p>However, coal-producing countries have a way out. But, it requires following China\u2019s example and abandoning coal. China has established itself as a global renewable-energy powerhouse. The country accounts for about <a href=\"https:\/\/www.scmp.com\/business\/china-business\/article\/3161732\/china-remain-renewable-energy-leader-strong-capacity-growth\" target=\"_blank\" rel=\"noreferrer noopener\">40% of the global clean energy capacity growth<\/a> between 2015 and 2020. Furthermore, it <a href=\"https:\/\/energytracker.asia\/what-the-2021-china-wind-power-boom-means-for-the-world\/\" target=\"_blank\" rel=\"noreferrer noopener\">champions green technologies<\/a>, including electric vehicles (EVs), batteries, wind turbines and solar power.<\/p>\n\n\n\n<p>What\u2019s more, the country is open to helping other Asian nations in their decarbonisation efforts. In September 2021, President Xi Jinping <a href=\"https:\/\/estatements.unmeetings.org\/estatements\/10.0010\/20210921\/AT2JoAvm71nq\/KaLk3d9ECB53_en.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a> that China would step up its support for other developing countries in the development of green energy.<\/p>\n\n\n\n<p>Major coal-producing countries have the time and the unique opportunity to repurpose their coal plants and coal-fired power plants into renewable ones. Companies have long been doing this, with great results. According to the <a href=\"https:\/\/www.weforum.org\/agenda\/2022\/03\/a-cleaner-life-for-coal-power-plants\/\" target=\"_blank\" rel=\"noreferrer noopener\">World Economic Forum<\/a>, alongside the social benefits, such a move also presents other advantages, including land space, interconnection lines, generators, synchronous condensers and substations. Finally, it will also result in massive <a href=\"https:\/\/www.irena.org\/-\/media\/Files\/IRENA\/Agency\/Publication\/2016\/IRENA_Measuring-the-Economics_2016.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">economic benefits<\/a> in the form of direct GDP gains.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-drop-in-china-s-coal-imports-is-an-opportunity\"><strong>The Drop in China&#8217;s Coal Imports Is an Opportunity<\/strong><\/h2>\n\n\n\n<p>China&#8217;s decision to reduce its coal imports is a step in the right direction. It may just be the much-needed push that makes coal-producing and exporting countries reconsider their strategies. Moving towards renewable energy-dominated power systems is inevitable.
