For SMC, the liquefied natural gas projects in development could be an impractical solution to the country&#8217;s power demand from a financial and reputational point of view. The environmental toll aside, the gas expansion also threatens to expose the Philippines to an increased energy security risk and a future of high electricity costs. On the other hand, <a href=\"https:\/\/energytracker.asia\/renewable-energy-in-the-philippines-current-state-and-future-roadmap\/\" target=\"_blank\" rel=\"noreferrer noopener\">renewable energy in the Philippines<\/a> can be a much better option for corporate and national interests. &nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-smc-s-lng-projects-and-the-gas-expansion-plans-in-the-philippines\"><strong>SMC&#8217;s LNG Projects and the Gas Expansion Plans in the Philippines<\/strong><\/h2>\n\n\n\n<p>Due to the looming <a href=\"https:\/\/www.trade.gov\/market-intelligence\/philippines-energy-market\" target=\"_blank\" rel=\"noreferrer noopener\">energy <\/a>crisis, the Philippines is seeking reliable and stable energy. Under the influence of the oil and gas lobby and project developers, the government is actively considering gas infrastructure. Projections are for liquefied natural gas to account for <a href=\"https:\/\/www.doe.gov.ph\/pep?withshield=1\" target=\"_blank\" rel=\"noreferrer noopener\">40% of the country\u2019s energy mix<\/a> by 2040, up from <a href=\"https:\/\/www.trade.gov\/market-intelligence\/philippines-energy-market\" target=\"_blank\" rel=\"noreferrer noopener\">22% in 2020<\/a>.<\/p>\n\n\n\n<p>Today, the Philippines has <a href=\"https:\/\/www.philstar.com\/headlines\/climate-and-environment\/2022\/06\/13\/2188108\/gas-expansion-detour-philippine-transition-cleaner-cheaper-energy\" target=\"_blank\" rel=\"noreferrer noopener\">the second-largest planned<\/a> gas expansion in Southeast Asia, with 29.9 GW in development. To accommodate the expected growth in <a href=\"https:\/\/www.offshore-technology.com\/news\/shell-lng-terminal-philippine\/\" target=\"_blank\" rel=\"noreferrer noopener\">LNG imports<\/a>, it is also building a fleet of terminals. The first one was scheduled to <a href=\"https:\/\/www.energyvoice.com\/oilandgas\/asia\/381762\/philippines-set-for-first-lng-imports-as-first-gen-and-tokyo-gas-seeks-cargoes\/\" target=\"_blank\" rel=\"noreferrer noopener\">go live by the end of 2022<\/a>.<\/p>\n\n\n\n<p>Many developers are pushing for gas expansion in the Philippines and the region. However, the most active is SMC Global Power Holdings Corp., the power arm of the conglomerate San Miguel Corp.<\/p>\n\n\n\n<p>A <a href=\"https:\/\/ceedphilippines.com\/wp-content\/uploads\/2022\/06\/Financing-a-Fossil-Future-Tracing-the-Money-Pipeline-of-Fossil-Gas-in-Southeast-Asia.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">report by CEED Philippines<\/a> finds that SMC has 14.1 GW of proposed power generation projects, or half of all planned gas capacity expansion in the Philippines. Beginning as <a href=\"https:\/\/ceedphilippines.com\/wp-content\/uploads\/2022\/06\/Financing-a-Fossil-Future-Tracing-the-Money-Pipeline-of-Fossil-Gas-in-Southeast-Asia.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">the Philippines\u2019 largest coal developer<\/a>, it has now become the top fossil gas developer in the country. However, as <a href=\"https:\/\/ceedphilippines.com\/wp-content\/uploads\/2022\/06\/Financing-a-Fossil-Future-Tracing-the-Money-Pipeline-of-Fossil-Gas-in-Southeast-Asia.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">CEED\u2019s report points out<\/a>, the obsession with fossil fuels isn\u2019t only the fault of SMC&#8217;s board. Western banks with interests in the company also heavily support their use.<\/p>\n\n\n\n<p>No matter who drives the gas expansion plans, such a road map risks causing many issues for SMC.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Increased Reputational Risk<\/strong><\/h3>\n\n\n\n<p>SMC faces public opposition against the <a href=\"https:\/\/ceedphilippines.com\/wp-content\/uploads\/2022\/06\/Financing-a-Fossil-Future-Tracing-the-Money-Pipeline-of-Fossil-Gas-in-Southeast-Asia.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">1.75 GW power plant<\/a> in construction in Batangas from communities, organisations and environmentalists. Through a series of measures, including <a href=\"https:\/\/newsinfo.inquirer.net\/1586681\/fluvial-parade-seeks-protection-of-verde-island-passage-in-batangas\" target=\"_blank\" rel=\"noreferrer noopener\">a fluvial demonstration<\/a>, letters of protest, an online petition and legal complaints, activists are opposing this LNG power plant project (due to <a href=\"https:\/\/ceedphilippines.com\/wp-content\/uploads\/2022\/06\/Financing-a-Fossil-Future-Tracing-the-Money-Pipeline-of-Fossil-Gas-in-Southeast-Asia.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">launch by the end of 2022<\/a>) and see it as a <a href=\"https:\/\/www.philstar.com\/headlines\/climate-and-environment\/2022\/05\/03\/2178232\/fossil-gas-expansion-batangas-seen-threaten-marine-corridor-coastal-folk\" target=\"_blank\" rel=\"noreferrer noopener\">threat to the marine corridor<\/a>.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"706\" src=\"https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/08\/Proposed-Batangas-Combined-Cycle-Gas-Power-Plant-Project-Source-CEED-Philippines-1024x706.png\" alt=\"Batangas Combined Cycle Gas Power Plant Project\" class=\"wp-image-22484\" srcset=\"https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/08\/Proposed-Batangas-Combined-Cycle-Gas-Power-Plant-Project-Source-CEED-Philippines-1024x706.png 1024w, https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/08\/Proposed-Batangas-Combined-Cycle-Gas-Power-Plant-Project-Source-CEED-Philippines-300x207.png 300w, https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/08\/Proposed-Batangas-Combined-Cycle-Gas-Power-Plant-Project-Source-CEED-Philippines-768x530.png 768w, https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/08\/Proposed-Batangas-Combined-Cycle-Gas-Power-Plant-Project-Source-CEED-Philippines.png 1141w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>Proposed Batangas Combined Cycle Gas Power Plant Project, Source: <em><a href=\"https:\/\/ceedphilippines.com\/wp-content\/uploads\/2022\/06\/Financing-a-Fossil-Future-Tracing-the-Money-Pipeline-of-Fossil-Gas-in-Southeast-Asia.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">CEED Philippines<\/a><\/em><\/figcaption><\/figure><\/div>\n\n\n\n<p>Batangas and the Verde Island Passage (VIP), in particular, provide food to over 2 million people. &nbsp;The VIP is also <a href=\"https:\/\/www.conservation.org\/philippines\/projects\/verde-island-passage\" target=\"_blank\" rel=\"noreferrer noopener\">the centre of global shorefish biodiversity<\/a>. It is home to <a href=\"https:\/\/www.philstar.com\/headlines\/climate-and-environment\/2022\/07\/10\/2194419\/southeast-asias-lofty-gas-plans-pose-threats-waters-rich-marine-life\" target=\"_blank\" rel=\"noreferrer noopener\">60% of all known shorefish species<\/a>. In addition to fuelling the climate crisis, the groups claim that the projects <a href=\"https:\/\/www.rappler.com\/nation\/plans-new-fossil-gas-plants-protest-batangas\/\" target=\"_blank\" rel=\"noreferrer noopener\">threaten marine life and livelihoods<\/a>.  This claim is also <a href=\"https:\/\/www.philstar.com\/headlines\/climate-and-environment\/2022\/05\/03\/2178232\/fossil-gas-expansion-batangas-seen-threaten-marine-corridor-coastal-folk\" target=\"_blank\" rel=\"noreferrer noopener\">backed by studies<\/a>.<\/p>\n\n\n\n<p>However, SMC\u2019s 1.75 GW project isn\u2019t the only one in the area. Batangas currently houses <a href=\"https:\/\/www.protectvip.org\/post\/protect-the-amazon-of-the-oceans\" target=\"_blank\" rel=\"noreferrer noopener\">five of the six existing gas plants<\/a> in the Philippines. Furthermore, eight of the 27 proposed new plants and seven of the nine planned terminals are going to be there. Public opposition to new gas projects is <a href=\"https:\/\/newsinfo.inquirer.net\/1596908\/groups-ask-mayor-to-reject-proposed-liquefied-natural-gas-power-plant-in-san-carlos-city\" target=\"_blank\" rel=\"noreferrer noopener\">also growing<\/a> in San Carlos city and other regions.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"943\" height=\"530\" src=\"https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/08\/Gas-Build-Up-in-Batangas-Map-Source-Protect-VIP.webp\" alt=\"Gas Build Up in Batangas Map\" class=\"wp-image-22490\" srcset=\"https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/08\/Gas-Build-Up-in-Batangas-Map-Source-Protect-VIP.webp 943w, https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/08\/Gas-Build-Up-in-Batangas-Map-Source-Protect-VIP-300x169.webp 300w, https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/08\/Gas-Build-Up-in-Batangas-Map-Source-Protect-VIP-768x432.webp 768w\" sizes=\"auto, (max-width: 943px) 100vw, 943px\" \/><figcaption>Gas Build Up in Batangas Map, Source: <em><a href=\"https:\/\/www.protectvip.org\/aboutvip\" target=\"_blank\" rel=\"noreferrer noopener\">Protect VIP<\/a><\/em><\/figcaption><\/figure><\/div>\n\n\n\n<p>At the same time, SMC\u2019s website is <a href=\"https:\/\/www.sanmiguel.com.ph\/page\/sustainability\" target=\"_blank\" rel=\"noreferrer noopener\">all about sustainability<\/a>. The company calls itself \u201csustainability champions\u201d and claims to have \u201cgone well beyond mitigating the problems of climate change\u201d. It stands behind its core value, \u201cmalasakit,\u201d described as the \u201cunique Filipino value of helping others without being prodded and without expecting anything in return\u201d. SMC even claims to be doing better for the environment by taking direct action to help the cities, waters and forests in the Philippines.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Stranded Asset and Financial Risk<\/strong><\/h3>\n\n\n\n<p><a href=\"https:\/\/carbontracker.org\/reports\/stop-fuelling-uncertainty-why-asia-should-avoid-the-lng-trap\/\" target=\"_blank\" rel=\"noreferrer noopener\">Carbon Tracker<\/a> warns new gas plant developers of having minimal time to build and start operating their units before their assets become uncompetitive with renewables. <a href=\"https:\/\/www.naturalgasintel.com\/philippine-lng-projects-slow-despite-strong-asian-demand\/\" target=\"_blank\" rel=\"noreferrer noopener\">Analysts<\/a> consider getting an LNG import project up and running in the Philippines an even more challenging task.<\/p>\n\n\n\n<p>The Institute of Energy Economics and Financial Analysis (IEEFA) finds that the stranded asset risk of LNG-to-power infrastructure in the Philippines is <a href=\"https:\/\/ieefa.org\/wp-content\/uploads\/2021\/05\/No-Guaranteed-Future-for-Imported-Gas-in-the-Philippines_May-2021.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">USD 14 billion<\/a>. IEEFA sees <a href=\"https:\/\/ieefa.org\/wp-content\/uploads\/2021\/12\/Examining-Cracks-in-Emerging-Asias-LNG-to-Power-Value-Chain_December-2021.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">a relatively low feasible investment<\/a> in new LNG infrastructure in the country. This reflects&nbsp;<a href=\"https:\/\/ieefa.org\/articles\/ieefa-emerging-asias-unrealistic-lng-power-project-pipeline-threatens-macroeconomic-and\" target=\"_blank\" rel=\"noreferrer noopener\">the broader risk<\/a>&nbsp;of the region&#8217;s planned LNG and gas infrastructure not going ahead.<\/p>\n\n\n\n<p>However, if it does, it risks exacerbating the problem of the high energy costs in the country. The <a href=\"https:\/\/ieefa.org\/resources\/global-energy-crisis-may-hinder-lng-plans-philippines\" target=\"_blank\" rel=\"noreferrer noopener\">IEEFA notes<\/a> that, currently, cargoes flow to buyers willing to pay the highest prices. From March 2021 through March 2022, the Asian spot price for LNG jumped by over 15 times the price. Experts expect prices to remain high until at least 2026 after significant new supply capacity comes online.<\/p>\n\n\n\n<p>Currently, Filipinos pay <a href=\"https:\/\/www.eco-business.com\/news\/has-cheaper-energy-come-to-the-philippines\/\" target=\"_blank\" rel=\"noreferrer noopener\">some of the highest electricity prices<\/a> in Southeast Asia. The&nbsp;<a href=\"https:\/\/ieefa.org\/wp-content\/uploads\/2021\/12\/Examining-Cracks-in-Emerging-Asias-LNG-to-Power-Value-Chain_December-2021.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">country\u2019s current model<\/a>&nbsp;directly passes price changes to end-users who must bear the&nbsp;<a href=\"https:\/\/energytracker.asia\/lng-in-asia-a-threat-to-financial-stability\/\" target=\"_blank\" rel=\"noreferrer noopener\">high volatility<\/a>. This also puts the corporate sector at a competitive disadvantage to businesses from countries with lower energy costs.<\/p>\n\n\n\n<p>After <a href=\"https:\/\/mb.com.ph\/2021\/02\/19\/smc-wins-meralcos-1800mw-supply-deal\/\" target=\"_blank\" rel=\"noreferrer noopener\">winning a power supply contract<\/a> in February 2021, the San Miguel subsidiary Excellent Energy Resources Inc. promised electricity from its LNG plant due to <a href=\"https:\/\/www.bworldonline.com\/editors-picks\/2021\/02\/15\/344852\/3-gas-fired-power-plants-seen-launching-between-2022-2025\/\" target=\"_blank\" rel=\"noreferrer noopener\">launch in March 2023<\/a> at a price that is a third of the actual cost of producing power from the fuel cost alone. <a href=\"https:\/\/ieefa.org\/resources\/global-energy-crisis-may-hinder-lng-plans-philippines\" target=\"_blank\" rel=\"noreferrer noopener\">Sam Reynolds from IEEFA<\/a> notes that, unless the company has already secured access to low-cost LNG, it will probably fail to meet its commitment. He urges EERI to bear the cost alone in such a scenario instead of passing it to the people.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A Future of Uncertainty<\/strong><\/h3>\n\n\n\n<p>San Miguel Corporation doesn&#8217;t need to look far to see the impacts of fossil fuel price volatility. <a href=\"https:\/\/www.bworldonline.com\/corporate\/2022\/08\/02\/465317\/smc-power-unit-says-losses-hit-p15b-seeks-rate-hike\/\" target=\"_blank\" rel=\"noreferrer noopener\">In August<\/a>, SMC Global Power said it suffered combined losses of P15 billion from its two power plants, including its LNG plant in Ilijan, Batangas, due to \u201cskyrocketing global coal prices and unilateral natural gas supply restrictions from Malampaya\u201d. SMC, along with Manila Electric Company (Meralco), has an <a href=\"https:\/\/www.gmanetwork.com\/news\/money\/economy\/839101\/meralco-san-miguel-petition-erc-to-be-allowed-to-charge-higher-rates\/story\/\">ongoing petition<\/a> at the Energy Regulatory Commission (ERC) to be allowed to charge higher for electricity \u2013 a move that will pass the burden to consumers.<\/p>\n\n\n\n<p>Pushing ahead with the gas expansion risks a future of energy instability, unreliable supplies and increased geopolitical risk. Europe\u2019s situation in light of the <a href=\"https:\/\/energytracker.asia\/the-russia-ukraine-war-and-its-impact-on-the-lng-market\/\" target=\"_blank\" rel=\"noreferrer noopener\">Russia\u2013Ukraine war<\/a> is a prime example of this. The conflict has been wreaking havoc on the natural gas market since March. Meanwhile, its implications will likely continue even after it ends. The <a href=\"https:\/\/ieefa.org\/resources\/global-energy-crisis-may-hinder-lng-plans-philippines\">IEEFA<\/a> now says the growing global energy crisis will likely hinder LNG plans in the Philippines. Asian LNG projects under development in the Philippines, Thailand and Vietnam are now facing the <a href=\"https:\/\/www.naturalgasintel.com\/philippine-lng-projects-slow-despite-strong-asian-demand\/\" target=\"_blank\" rel=\"noreferrer noopener\">issue of securing the supply<\/a> for planned projects at competitive levels.<\/p>\n\n\n\n<p>This comes on top of the already unstable fossil fuel stage, which has caused widespread project cancellations and postponements. The Philippines\u2019 first LNG import terminal, scheduled to go live by the end of 2022, is now <a href=\"https:\/\/www.energyvoice.com\/oilandgas\/asia\/420339\/first-gen-philippines-lng-import-terminal-delayed-asks-bw-to-delay-fsru-delivery\/\" target=\"_blank\" rel=\"noreferrer noopener\">delayed for Q3 2023<\/a>. Despite committing to investing in <a href=\"https:\/\/smcglobalpower.com.ph\/storage\/files\/reports\/Sustainability%20Report\/SMCGP_2019-2020_Sustainability_Report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">up to 10 GW<\/a> of new renewable energy developments, the company doesn\u2019t have a net-zero pledge so far. While SMC <a href=\"https:\/\/smcglobalpower.com.ph\/storage\/files\/reports\/Sustainability%20Report\/SMCGP_2019-2020_Sustainability_Report.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">acknowledges the benefits<\/a> of clean power technologies, it continues to advocate for gas expansion, despite the potential threat to the company and the nation\u2019s goals.<\/p>\n\n\n\n<p>According to the <a href=\"https:\/\/www.weforum.org\/agenda\/2020\/07\/corporate-power-purchase-agreements-europe-decarbonization\/\" target=\"_blank\" rel=\"noreferrer noopener\">World Economic Forum<\/a>, citing numbers from the International Renewable Energy Agency (IRENA), every dollar invested in the clean energy transition generates three to eight times the return. These figures can be even greater for the Philippines \u2013 a country with an abundant yet mostly untapped <a href=\"https:\/\/energytracker.asia\/renewable-energy-in-the-philippines-current-state-and-future-roadmap\/\" target=\"_blank\" rel=\"noreferrer noopener\">clean energy potential<\/a>. Furthermore, switching from coal to clean energy is now <a href=\"https:\/\/www.greenqueen.com.hk\/renewable-energy-is-cheaper-than-gas-coal\/\" target=\"_blank\" rel=\"noreferrer noopener\">cheaper than switching to gas<\/a>. New solar and onshore wind power in some parts of Asia are either already or will soon become cheaper overall investments than new gas units <a href=\"https:\/\/carbontracker.org\/reports\/stop-fuelling-uncertainty-why-asia-should-avoid-the-lng-trap\/\" target=\"_blank\" rel=\"noreferrer noopener\">by 2025<\/a>. According to <a href=\"https:\/\/www.mckinsey.com\/featured-insights\/asia-pacific\/exploring-an-alternative-pathway-for-vietnams-energy-future\" target=\"_blank\" rel=\"noreferrer noopener\">McKinsey<\/a>, the price of renewables can even continue dropping by up to 10% per year. This will again highlight the risk of gas infrastructure in the Philippines becoming stranded. This is especially important as electricity consumers are encouraged to <a href=\"https:\/\/www.erc.gov.ph\/SectorPage\/Supply\" target=\"_blank\" rel=\"noreferrer noopener\">choose their suppliers<\/a>.<\/p>\n\n\n\n<p>Analysts are growing confident that the window of opportunity for LNG projects is <a href=\"https:\/\/www.naturalgasintel.com\/philippine-lng-projects-slow-despite-strong-asian-demand\/\" target=\"_blank\" rel=\"noreferrer noopener\">closing quickly<\/a> due to the country\u2019s accelerating shift toward renewable energy alternatives. With that said, SMC\u2019s management has one clear pathway going forward.
