As a result, the decision on fossil fuels\u2019 future was delayed for the next conferences. Considering that the UAE will host COP28 Dubai, the industry would likely live to fight another day, as many <a href=\"https:\/\/www.theguardian.com\/world\/2022\/nov\/22\/fears-over-oil-producers-influence-with-uae-as-next-host-of-cop-climate-talks\" target=\"_blank\" rel=\"noreferrer noopener\">experts believe<\/a>. Asian countries, however, shouldn\u2019t wait for COP leaders set any new agendas. Many nations across the continent have already suffered from the drawbacks of fossil fuels and are embracing renewables at scale. The rest should follow.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-a-disappointing-final-cop27-agreement\"><strong>A Disappointing Final COP27 Agreement<\/strong><\/h2>\n\n\n\n<p>The <a href=\"https:\/\/unfccc.int\/sites\/default\/files\/resource\/1CMA4_1CMP17_1COP27_preliminary_draft_text.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">COP27 agreement<\/a> was a major success in terms of loss and damage financing. Regarding fossil fuels, however, it only succeeded in extending their life.<\/p>\n\n\n\n<p>The summary reaffirmed that \u201climiting global warming to 1.5\u00b0C requires rapid, deep and sustained&#8221; emissions reductions. Yet, at the last minute, the final text was expanded to include that \u201clow-emission\u201d energy <a href=\"https:\/\/www.politico.com\/news\/2022\/11\/19\/cop27-climate-deal-payments-00069577\" target=\"_blank\" rel=\"noreferrer noopener\">should be a part of the world\u2019s future<\/a>. Many analysts think the low-emission energy in question is gas.<\/p>\n\n\n\n<p>According to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-16\/middle-east-oil-giants-assert-themselves-in-climate-politics?leadSource=uverify%20wall\" target=\"_blank\" rel=\"noreferrer noopener\">Bloomberg<\/a>, the situation has been long in the making. In the lead-up to the final days of COP27, oil and gas countries were preparing to push back against a potential final agreement calling for a fossil fuel phase-down.<\/p>\n\n\n\n<p>The COP27 agreement also didn&#8217;t build upon last year&#8217;s emissions reduction pledges.<\/p>\n\n\n\n<p>All this came after a group of 50 NGOs reported that over <a href=\"https:\/\/www.urgewald.org\/en\/medien\/ngos-release-2022-global-oil-gas-exit-list-industry-willing-sacrifice-livable-planet\" target=\"_blank\" rel=\"noreferrer noopener\">96% of the oil and gas industry<\/a> is planning a \u201cfrightening\u201d expansion. At the conference, described by some as a \u201c<a href=\"https:\/\/www.bbc.com\/news\/science-environment-63571610\" target=\"_blank\" rel=\"noreferrer noopener\">fossil fuel industry trade show<\/a>,\u201d African leaders <a href=\"https:\/\/www.bbc.com\/news\/science-environment-63571610\" target=\"_blank\" rel=\"noreferrer noopener\">announced plans<\/a> to exploit their existing oil and gas reserves actively. The EU <a href=\"https:\/\/www.bbc.com\/news\/world-africa-63637686\" target=\"_blank\" rel=\"noreferrer noopener\">endorsed<\/a> these aspirations.<\/p>\n\n\n\n<p>Leading oil-producing nations like the UAE and Saudi Arabia announced that they would <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-16\/middle-east-oil-giants-assert-themselves-in-climate-politics?leadSource=uverify%20wall\" target=\"_blank\" rel=\"noreferrer noopener\">continue pumping fossil fuels<\/a> while investing billions in renewables.<\/p>\n\n\n\n<p>The host, Egypt, <a href=\"https:\/\/www.climatechangenews.com\/2022\/10\/27\/cop27-host-egypt-plans-to-push-gas-as-the-perfect-solution\/\" target=\"_blank\" rel=\"noreferrer noopener\">endorsed fossil gas<\/a> as \u201cthe perfect solution\u201d to the energy crisis and encouraged deals.<\/p>\n\n\n\n<p>In the run-up and during COP27, at least <a href=\"https:\/\/docs.google.com\/spreadsheets\/d\/1V9pu3DQ2G6nsVDWMdS2w4BegAyWkukJmT2n5QnwQ9js\/edit\" target=\"_blank\" rel=\"noreferrer noopener\">14 gas announcements<\/a> have been made.<\/p>\n\n\n\n<p>The EU received its first <a href=\"https:\/\/www.bbc.com\/news\/world-africa-63637686\" target=\"_blank\" rel=\"noreferrer noopener\">gas delivery<\/a> from Mozambique and became an immediate target of African activists. European companies were also very active, signing deals for gas operations abroad.<\/p>\n\n\n\n<p>Japan, Thailand and Indonesia, alongside Japanese, Chinese and Indian companies, struck several oil and gas deals. These included deals for short-term and long-term imports and capacity development projects.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>&#8220;The world is not facing an energy crisis \u2013 we are facing a fossil fuel crisis. The science is unequivocal: immediately ending expansion of fossil fuels and making a rapid, just transition to efficiency and renewables is our only hope of limiting warming to 1.5\u00b0C.\u201d<\/p><cite>Catherine Abreu, Director and Founder of Destination Zero<\/cite><\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Gas Expansion Risks<\/strong><\/h2>\n\n\n\n<p>The number one risk of relying on natural gas is its damaging climate impact. That is why many experts were left stunned that governments used a climate conference to strike new gas deals.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>&#8220;The continued expansion of oil and gas production is an existential threat to Pacific nations.&#8221;<\/p><cite>Lavetanalagis Seru, Regional Policy Coordinator at Pacific Islands Climate Action Network<\/cite><\/blockquote>\n\n\n\n<p>But, the financial impact of new fossil fuel deals is equally devastating. The continued reliance on natural gas by developing Asian economies bears <a href=\"https:\/\/energytracker.asia\/cop27-egypt-and-the-outlook-for-natural-gas-in-asia\/\">massive financial risks<\/a>. They won&#8217;t address energy poverty or improve energy security. However, they risk exacerbating these issues, since the global LNG supply is expected to remain tight, at least <a href=\"https:\/\/www.bloomberg.com\/professional\/blog\/global-lng-outlook-overview-tight-supply-expected-until-2026\/\" target=\"_blank\" rel=\"noreferrer noopener\">until 2026<\/a>. New gas capacity <a href=\"https:\/\/ieefa.org\/resources\/economic-case-lng-asia-crumbling\" target=\"_blank\" rel=\"noreferrer noopener\">won\u2019t come online<\/a> earlier than 2026, either.<\/p>\n\n\n\n<p>To overcome the <a href=\"https:\/\/edition.cnn.com\/2022\/06\/25\/business\/asia-energy-crisis-sri-lanka-pakistan-australia-coal-climate-change-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">energy crisis and the power blackouts<\/a> tormenting Asian economies, countries need solutions now.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/11\/COP27-Quote-from-Catherine-Abreu-1024x576.png\" alt=\"gas deals\" class=\"wp-image-27455\" srcset=\"https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/11\/COP27-Quote-from-Catherine-Abreu-1024x576.png 1024w, https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/11\/COP27-Quote-from-Catherine-Abreu-300x169.png 300w, https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/11\/COP27-Quote-from-Catherine-Abreu-768x432.png 768w, https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/11\/COP27-Quote-from-Catherine-Abreu-1536x864.png 1536w, https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/11\/COP27-Quote-from-Catherine-Abreu.png 1600w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Renewables as the Viable Alternative to New Gas Purchases<\/strong><\/h2>\n\n\n\n<p>Asian countries pursuing a renewable energy system will unlock many benefits. Among them are long-lasting energy security and independence, lower energy costs, emissions reduction, job creation and economic growth. Most importantly, as the <a href=\"https:\/\/www.ft.com\/content\/2c133867-7a89-44d0-9594-cab919492777\" target=\"_blank\" rel=\"noreferrer noopener\">IEA<\/a> states, it gives the best way out of the energy crisis.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Continuously Decreasing Renewable Energy Technology and Electricity Costs<\/strong><\/h3>\n\n\n\n<p>As we advance, renewables will provide <a href=\"https:\/\/www.iea.org\/reports\/renewables-2021\/executive-summary\" target=\"_blank\" rel=\"noreferrer noopener\">around 95%<\/a> of the new generation capacity. And the more renewable energy infrastructure is installed, <a href=\"https:\/\/www.inet.ox.ac.uk\/files\/energy_transition_cost_INET_working_paper_with_SI1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">the lower the costs<\/a> will get.<\/p>\n\n\n\n<p>Factors like Russia\u2019s invasion of Ukraine and the energy crisis further accelerate <a href=\"https:\/\/www.straitstimes.com\/world\/europe\/russian-war-is-actually-reducing-fossil-fuel-use-study-says\" target=\"_blank\" rel=\"noreferrer noopener\">clean energy infrastructure development and investments<\/a>. <\/p>\n\n\n\n<p>Globally, renewables are <a href=\"https:\/\/irena.org\/-\/media\/Files\/IRENA\/Agency\/Publication\/2020\/Apr\/IRENA_GRO_Summary_2020.pdf?la=en&amp;hash=1F18E445B56228AF8C4893CAEF147ED0163A0E47\" target=\"_blank\" rel=\"noreferrer noopener\">setting records for lower costs<\/a> and new capacity development despite subsidy reductions. Even without subsidies and before the recent fossil fuel price hike, renewable energy sources have been <a href=\"https:\/\/www.irena.org\/-\/media\/Files\/IRENA\/Agency\/Publication\/2019\/May\/IRENA_Renewable-Power-Generations-Costs-in-2018.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">cheaper than fossil fuels<\/a>. Over the past decade, clean electricity costs have fallen by <a href=\"https:\/\/rmi.org\/insight\/from-deep-crisis-profound-change\/\" target=\"_blank\" rel=\"noreferrer noopener\">up to 90%<\/a>.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"605\" src=\"https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/11\/Solar-Power-vs-Gas-Source-IRENA-1024x605.png\" alt=\"Solar power vs Gas, Source: IRENA\" class=\"wp-image-27415\" srcset=\"https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/11\/Solar-Power-vs-Gas-Source-IRENA-1024x605.png 1024w, https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/11\/Solar-Power-vs-Gas-Source-IRENA-300x177.png 300w, https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/11\/Solar-Power-vs-Gas-Source-IRENA-768x454.png 768w, https:\/\/energytracker.asia\/wp-content\/uploads\/2022\/11\/Solar-Power-vs-Gas-Source-IRENA.png 1091w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption>Solar Power vs Gas, Source: <em><a href=\"https:\/\/www.irena.org\/newsroom\/pressreleases\/2022\/Jul\/Renewable-Power-Remains-Cost-Competitive-amid-Fossil-Fuel-Crisis\" target=\"_blank\" rel=\"noreferrer noopener\">IRENA<\/a><\/em><\/figcaption><\/figure><\/div>\n\n\n\n<p>Almost two-thirds of renewable power added during 2021 had <a href=\"https:\/\/www.irena.org\/newsroom\/pressreleases\/2022\/Jul\/Renewable-Power-Remains-Cost-Competitive-amid-Fossil-Fuel-Crisis\" target=\"_blank\" rel=\"noreferrer noopener\">lower costs<\/a> than the cheapest coal-fired options in G20 countries. The power costs from new solar and onshore wind units are now around <a href=\"https:\/\/about.bnef.com\/blog\/cost-of-new-renewables-temporarily-rises-as-inflation-starts-to-bite\/\" target=\"_blank\" rel=\"noreferrer noopener\">40% lower<\/a> than from new coal and gas-fired plants. And the gap continues to widen.<\/p>\n\n\n\n<p>Renewables are <a href=\"https:\/\/about.bnef.com\/blog\/cost-of-new-renewables-temporarily-rises-as-inflation-starts-to-bite\/\" target=\"_blank\" rel=\"noreferrer noopener\">the cheapest<\/a> new power source for two-thirds of the world&#8217;s population and nine-tenths of electricity generation.<\/p>\n\n\n\n<p>New solar and onshore wind power in Japan, South Korea and Vietnam, for example, are either already or will become <a href=\"https:\/\/carbontracker.org\/reports\/stop-fuelling-uncertainty-why-asia-should-avoid-the-lng-trap\/\" target=\"_blank\" rel=\"noreferrer noopener\">cheaper overall investments<\/a> than new gas infrastructure by 2025. New solar power with battery storage capacity in Japan and South Korea will be cost-competitive with existing gas plants during the early 2030s.<\/p>\n\n\n\n<p>The clean energy capacity added during the past year will save around <a href=\"https:\/\/www.irena.org\/newsroom\/pressreleases\/2022\/Jul\/Renewable-Power-Remains-Cost-Competitive-amid-Fossil-Fuel-Crisis\" target=\"_blank\" rel=\"noreferrer noopener\">USD 55 billion<\/a> in global energy generation costs in 2022. In the first half of 2022, solar generation helped China, India, Japan, South Korea, Vietnam, the Philippines and Thailand avoid potential fossil fuel costs of approximately <a href=\"https:\/\/ember-climate.org\/insights\/research\/the-sunny-side-of-asia\/\" target=\"_blank\" rel=\"noreferrer noopener\">USD 34 billion<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Job Creation<\/strong><\/h3>\n\n\n\n<p>Today, there are <a href=\"https:\/\/www.weforum.org\/agenda\/2022\/09\/iea-clean-energy-jobs\/\" target=\"_blank\" rel=\"noreferrer noopener\">more jobs<\/a> in renewable energy than in fossil fuels. In 2022, renewable energy jobs hit <a href=\"https:\/\/www.ilo.org\/global\/about-the-ilo\/newsroom\/news\/WCMS_856515\/lang--en\/index.htm\" target=\"_blank\" rel=\"noreferrer noopener\">12.7 million globally<\/a>, marking a jump of 700,000 new jobs in just a year.<\/p>\n\n\n\n<p>According to studies, a transition to wind, water and solar energy would create <a href=\"https:\/\/www.cell.com\/one-earth\/fulltext\/S2590-3322(19)30225-8#%20\" target=\"_blank\" rel=\"noreferrer noopener\">28.6 million<\/a> more long-term jobs than we currently have.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.ilo.org\/wcmsp5\/groups\/public\/---ed_emp\/---emp_ent\/documents\/publication\/wcms_250690.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">International Labour Organisation<\/a> finds that green energy projects can offset job losses from a decline in extractive industries and create a net gain in employment.&nbsp;Furthermore, <a href=\"https:\/\/energytracker.asia\/asias-role-in-defining-the-pace-of-renewable-energy-transition\/\" target=\"_blank\" rel=\"noreferrer noopener\">seven in 10 jobs<\/a> in the oil and gas industry have partial overlaps with renewable energy.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Averted Losses<\/strong><\/h3>\n\n\n\n<p>Transitioning to a renewables-led energy system will save developing nations massive energy costs. The funds can help support other crucial areas, including improving disaster preparedness for loss and damage and more.<\/p>\n\n\n\n<p>Without the net-zero transition, the global economy could lose up to <a href=\"https:\/\/www.swissre.com\/media\/press-release\/nr-20210422-economics-of-climate-change-risks.html\" target=\"_blank\" rel=\"noreferrer noopener\">18% of GDP<\/a> (or <a href=\"https:\/\/www.nytimes.com\/2021\/04\/22\/climate\/climate-change-economy.html\" target=\"_blank\" rel=\"noreferrer noopener\">USD 23 trillion<\/a>) from climate change by 2050. The 20 most vulnerable countries have lost&nbsp;<a href=\"https:\/\/www.chathamhouse.org\/2022\/08\/what-loss-and-damage\" target=\"_blank\" rel=\"noreferrer noopener\">USD 525 billion<\/a>&nbsp;over the past two decades due to the climate crisis.<\/p>\n\n\n\n<p>Other studies estimate the loss and damage costs to developing countries from weather events between 1998 and 2017 to be around <a href=\"https:\/\/elc-insight.org\/what-is-the-financial-cost-of-loss-and-damage-from-climate-change\/\" target=\"_blank\" rel=\"noreferrer noopener\">USD 593 billion<\/a>. However, these figures are conservative estimates, as they measure only the immediate damage and don\u2019t include long-term economic impacts. However, in <a href=\"https:\/\/energytracker.asia\/benefits-and-cost-of-sustainability-for-asia\/\" target=\"_blank\" rel=\"noreferrer noopener\">a previous article<\/a>, we examined that the cost is incomparable to the cost of inaction. According to <a href=\"https:\/\/www.pv-magazine.com\/2022\/08\/08\/study-finds-100-renewables-would-pay-off-within-six-years\/\" target=\"_blank\" rel=\"noreferrer noopener\">Stanford academics<\/a>, the investment needed to switch to 100% renewables would pay off within six years.<\/p>\n\n\n\n<p>Many Asian countries realise that and step up their efforts. India and the Philippines are among the nations with the best progress in the <a href=\"https:\/\/ccpi.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Climate Change Performance Index<\/a>. The country is also adding wind power capacity <a href=\"https:\/\/energytracker.asia\/what-the-2021-china-wind-power-boom-means-for-the-world\/\" target=\"_blank\" rel=\"noreferrer noopener\">at unprecedented rates<\/a>, dwarfing the results of all other markets. It is well positioned to reach its goal of installing a total of <a href=\"https:\/\/ember-climate.org\/insights\/research\/the-sunny-side-of-asia\/\" target=\"_blank\" rel=\"noreferrer noopener\">1,200 GW of wind and solar by 2030<\/a>.<\/p>\n\n\n\n<p>Vietnam is also making strides. For just a year, in 2021, the country entered the top 10 markets with the biggest solar energy capacity after installing a massive <a href=\"https:\/\/energytracker.asia\/renewable-energy-investments-in-vietnam-asias-next-clean-energy-powerhouse\/\" target=\"_blank\" rel=\"noreferrer noopener\">16.5 GW<\/a>. The government has even more ambitious plans, including tapping into the estimated <a href=\"https:\/\/www.climatelinks.org\/sites\/default\/files\/asset\/document\/2020_USAID_NREL_Exploring-Renewable-Energy-Opportunities-in-Select-Southeast-Asian-Countries.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">311 GW<\/a> of wind power potential.<\/p>\n\n\n\n<p>Southeast Asian countries, as a whole, have one thing in common. They all have sufficient clean energy potential. However, the difference is that not all are capitalising on it.
