{"id":36863,"date":"2023-04-03T23:55:18","date_gmt":"2023-04-03T23:55:18","guid":{"rendered":"https:\/\/energytracker.asia\/?p=36863"},"modified":"2023-04-03T23:55:23","modified_gmt":"2023-04-03T23:55:23","slug":"oil-spill-philippines","status":"publish","type":"post","link":"https:\/\/energytracker.asia\/oil-spill-philippines\/","title":{"rendered":"Oil Spill in the Philippines Implicates San Miguel Corporation"},"content":{"rendered":"<div style=\"margin-top: 0px; margin-bottom: 0px;\" class=\"sharethis-inline-share-buttons\" ><\/div>\n<h2 class=\"wp-block-heading\" id=\"h-recent-oil-spill-incident-in-the-philippines-in-2023\"><strong>Recent Oil Spill Incident in the Philippines in 2023<\/strong><\/h2>\n\n\n\n<p>An <strong><a href=\"https:\/\/www.climateimpactstracker.com\/oil-spill-in-the-philippines-devastates-communities-and-marine-life\/\" target=\"_blank\" rel=\"noreferrer noopener\">oil spill in the Philippines<\/a><\/strong> is causing alarm as big business fails to accept responsibility for the disaster.<\/p>\n\n\n\n<p>On February 28, oil tanker MT Princess Empress, carrying some 900,000 L of industrial fuel,&nbsp;<a href=\"https:\/\/disasterscharter.org\/web\/guest\/activations\/-\/article\/oil-spill-in-philippines-activation-807-\" target=\"_blank\" rel=\"noreferrer noopener\">capsized off the coast of Naujan, Oriental Mindoro<\/a>&nbsp;\u2013 an island province about 140 km southwest of Manila, the nation&#8217;s capital. The ship is reportedly a &#8220;<a href=\"https:\/\/www.gmanetwork.com\/news\/topstories\/nation\/864137\/remulla-mt-princess-empress-a-rebuilt-scrap-not-meant-to-be-a-tanker\/story\/\" target=\"_blank\" rel=\"noreferrer noopener\">rebuilt scrap<\/a>&#8221; and is&nbsp;not meant to be a tanker.<\/p>\n\n\n\n<p>Much of the leakage from the Philippines oil spill has now reached the shores of numerous fishing villages, coating beaches in&nbsp;<a href=\"https:\/\/www.bbc.com\/news\/world-asia-64871285\" target=\"_blank\" rel=\"noreferrer noopener\">black sludge<\/a>.&nbsp;Residents have reported experiencing cramps, vomiting and dizziness.<\/p>\n\n\n\n<p>The incident has also impacted the area\u2019s fishing industry and people&#8217;s livelihoods. To date, more than&nbsp;<a href=\"https:\/\/www.philstar.com\/headlines\/2023\/03\/26\/2254625\/ndrrmc-over-170k-now-affected-mt-princess-empress-oil-spill\" target=\"_blank\" rel=\"noreferrer noopener\">170,000 people have been negatively affected<\/a> by spilled oil. However, the worst isn\u2019t over.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-threatening-the-amazon-of-the-oceans-and-other-areas\"><strong>Threatening the &#8216;Amazon of the Oceans<\/strong>&#8216; <strong>and Other Areas<\/strong><\/h2>\n\n\n\n<p>The oil spill has reached the&nbsp;<a href=\"https:\/\/www.conservation.org\/philippines\/projects\/verde-island-passage\" target=\"_blank\" rel=\"noreferrer noopener\">Verde Island Passage<\/a>, known to marine scientists as the \u201ccentre of marine biodiversity\u201d and the \u201cAmazon of the Oceans\u201d. Its waters have the&nbsp;<a href=\"https:\/\/gogel.org\/philippines-lng-boom-verde-island-passage\" target=\"_blank\" rel=\"noreferrer noopener\">highest known concentration of marine life on Earth<\/a>.&nbsp;<\/p>\n\n\n\n<p>Twelve of the 14 municipalities in Oriental Mindoro province&nbsp;<a href=\"https:\/\/newsinfo.inquirer.net\/1748048\/12-mindoro-towns-affected-by-oil-spill\" target=\"_blank\" rel=\"noreferrer noopener\">have been affected by the oil spill<\/a>, the Philippine Department of Environment and Natural Resources (DENR) said on Saturday. Towns in neighbouring provinces have also felt the effects.<\/p>\n\n\n\n<p>The disaster has now set in motion a struggle between impacted residents and environmental groups against well-financed Philippine corporate interests that&nbsp;<a href=\"https:\/\/tribune.net.ph\/2023\/03\/15\/san-miguel-silence-on-oil-spill-slammed\/\" target=\"_blank\" rel=\"noreferrer noopener\">aren\u2019t accepting responsibility<\/a>&nbsp;for the climate disaster.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-philippine-oil-spills-history\"><strong>Philippine Oil Spills History<\/strong><\/h2>\n\n\n\n<p>There have been&nbsp;<a href=\"https:\/\/www.rappler.com\/nation\/list-major-oil-spills-in-the-philippines\/\" target=\"_blank\" rel=\"noreferrer noopener\">seven other oil spills<\/a>&nbsp;in the Philippines since 1999. Before the Mindoro spill, the most recent was in Iloilo in the Philippines\u2019 Visayas region in 2020. The largest and worst oil spill came in 2006 when a storm caused a tanker carrying 2.4 million L of oil to capsize near the Guimaras coast.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-san-miguel-implicated\"><strong><strong>San Miguel Implicated<\/strong><\/strong><\/h2>\n\n\n\n<p>Adding to the quandary, reports broke that the sunken tanker MT Princes Empress, owned by<a href=\"https:\/\/bizdirectasia.com\/company\/philippines\/rdc-reield-marines-services-inc-1739979.html\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;RDC Reield Marines Services<\/a>, was chartered by&nbsp;<a href=\"https:\/\/www.dnb.com\/business-directory\/company-profiles.sl_harbor_bulk_terminal_corporation.769d5891eb850e284ad63e10232f85c8.html\" target=\"_blank\" rel=\"noreferrer noopener\">SL Harbor Bulk Terminal<\/a>, a subsidiary of Manila-based conglomerate&nbsp;<a href=\"https:\/\/www.brewingdirtyenergy.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">San Miguel Corporation (SMC)<\/a>.<\/p>\n\n\n\n<p>The environmental case against SMC has gained momentum for years. Although known for its beer, the corporation has built an empire by diversifying itself through countless industries. It also acquired a&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/sanmiguel-petron-idUSSGE6BF00F20101216\" target=\"_blank\" rel=\"noreferrer noopener\">majority stake in Petron<\/a>, the Philippines\u2019 largest oil refiner and gas station entity, in 2010. Petron supplies around&nbsp;<a href=\"https:\/\/www.rappler.com\/newsbreak\/in-depth\/san-miguel-shipping-subsidiary-chartered-mt-princess-empress\/\" target=\"_blank\" rel=\"noreferrer noopener\">40% of the country\u2019s fuel requirements<\/a>.<\/p>\n\n\n\n<p>&#8220;San Mig&#8221;, as the local residents refer to the behemoth company, is also one of the main drivers in the&nbsp;<a href=\"https:\/\/energytracker.asia\/philippines-gas-development-plans\/\" target=\"_blank\" rel=\"noreferrer noopener\">Philippines&#8217; liquefied natural gas (LNG) infrastructure development push<\/a>.<\/p>\n\n\n\n<p>SMC Global Power Holdings Corp., SMC\u2019s power arm, already operates a&nbsp;gas-fired power plant:&nbsp;the 1.2 GW plant in Ilijan. Meanwhile, another SMC facility is under construction \u2013 a 1.75 GW power plant scheduled to be commissioned at the end of the year.<\/p>\n\n\n\n<p>Bringing the country\u2019s climate alarm full circle, the new 1.75 GW plant is being built in Verde Island Passage, where the oil spill has now spread. Yet, even with the cost-prohibitive LNG prices that shot up to record highs less than a year ago, SMC is still sticking to its guns. It has proposed&nbsp;<a href=\"https:\/\/energytracker.asia\/san-miguel-corporations-lng-projects-in-philippines\/\" target=\"_blank\" rel=\"noreferrer noopener\">seven additional gas-fired power plants<\/a>&nbsp;for a combined capacity of 14.1 GW.<\/p>\n\n\n\n<p>This makes SMC the largest gas player in the region.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-international-backing\"><strong>International Backing<\/strong><\/h2>\n\n\n\n<p>With the Philippines\u2019 strong appetite for LNG, international financial backers such as&nbsp;<a href=\"https:\/\/www.philstar.com\/headlines\/climate-and-environment\/2022\/06\/13\/2188108\/gas-expansion-detour-philippine-transition-cleaner-cheaper-energy\" target=\"_blank\" rel=\"noreferrer noopener\">Deutsche Bank, Allianz<\/a>,&nbsp;<a href=\"https:\/\/business.inquirer.net\/324823\/smc-unit-raising-funds-for-combined-cycle-power-plant-project\" target=\"_blank\" rel=\"noreferrer noopener\">Mizuho&nbsp;<\/a>and others see LNG investments via SMC and other fossil fuel companies as viable.<\/p>\n\n\n\n<p>Due to SMC\u2019s involvement in various incidents, including the Oriental Mindoro oil spill, engaging with the conglomerate will cause harm to financial backers through their reputation and public image.<\/p>\n\n\n\n<p>Moreover, backing LNG expansion is not a move aligned with many companies\u2019 net-zero and sustainability commitments.<\/p>\n\n\n\n<p>With eight LNG power plants and several LNG import terminals planned in Batangas, just south of Manila, communities fear the recent oil spill incident will not be the last.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-calls-for-accountability\"><strong>Calls For Accountability<\/strong><\/h2>\n\n\n\n<p>This is creating calls for SMC to accept responsibility, first for the oil spill and second to answer climate change worries over its massive LNG development.&nbsp;However, the conglomerate remains silent. For its part, RDC Reield Marine Services has&nbsp;<a href=\"https:\/\/www.manilatimes.net\/2023\/03\/15\/business\/maritime\/owner-of-sunken-tanker-says-sorry-for-massive-oil-spill\/1882784\" target=\"_blank\" rel=\"noreferrer noopener\">apologised for the incident<\/a>&nbsp;but hasn\u2019t offered any financial assistance.<\/p>\n\n\n\n<p>The mayor of Pola, Oriental Mindoro, said the town plans to&nbsp;<a href=\"https:\/\/www.manilatimes.net\/2023\/03\/18\/news\/national\/oil-spill-hit-town-to-sue-tanker-owner\/1883271\" target=\"_blank\" rel=\"noreferrer noopener\">sue the tanker&#8217;s owner<\/a>&nbsp;after a senate hearing revealed that it had no permit to operate. Yet, without pressure from the national government in Manila, SMC will likely not take responsibility for the oil spill.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-prioritising-the-energy-transition-in-the-philippines\"><strong>Prioritising the Energy Transition<\/strong> <strong>in the Philippines<\/strong><\/h2>\n\n\n\n<p>The disaster of the oil spill in the Philippines gives communities even more initiative to pressure the government to move away from fossil fuels and prioritise a&nbsp;<a href=\"https:\/\/www.iisd.org\/topics\/just-transition#:~:text=Energy%20transitions%20are%20about%20people,considered%20by%20those%20making%20decisions.\" target=\"_blank\" rel=\"noreferrer noopener\">just energy transition.<\/a><\/p>\n\n\n\n<p>According to an Institute for Energy Economics and Financial Analysis (IEEFA)&nbsp;<a target=\"_blank\" href=\"https:\/\/ieefa.org\/resources\/economic-case-lng-asia-crumbling\" rel=\"noreferrer noopener\">report,<\/a>&nbsp;Southeast Asia\u2019s gas demand growth faces challenges related to high prices, limited LNG contract availability and infrastructure constraints.<\/p>\n\n\n\n<p>Long-term contracts with deliveries before 2026 are reportedly sold out globally, meaning price-sensitive Southeast Asian buyers risk high exposure to volatile and expensive spot markets.<\/p>\n\n\n\n<p>Moreover, renewables have reached cost parity and, in many cases, are now cheaper than their fossil fuel counterparts, according to a&nbsp;<a href=\"https:\/\/www.weforum.org\/agenda\/2021\/07\/renewables-cheapest-energy-source\/\" target=\"_blank\" rel=\"noreferrer noopener\">World Economic Forum report.<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A major oil spill in the Philippines raises concerns over a corporate giant\u2019s refusal to accept responsibility for the disaster.
