The <a href=\"https:\/\/energytracker.asia\/renewable-energy-investments-in-vietnam-asias-next-clean-energy-powerhouse\/\" target=\"_blank\" rel=\"noreferrer noopener\">country with the best renewable energy potential<\/a> in Southeast Asia risks deterring investors and undermining its progress towards achieving net-zero emissions by 2050.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-what-is-the-energy-strategy-of-vietnam\"><strong>What is the Energy Strategy of Vietnam?<\/strong><\/h2>\n\n\n\n<p>Vietnam has been actively shaping its energy strategy to address the increasing demand for power in a sustainable manner. The country is aiming to reduce its reliance on coal and transition towards renewable sources such as solar, wind, and hydropower.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-renewable-energy-in-vietnam-asia-s-success-story\"><strong>Renewable Energy in Vietnam &#8211; Asia&#8217;s Success Story<\/strong><\/h2>\n\n\n\n<p>Vietnam took the renewable energy stage by storm in 2020, with its&nbsp;<a href=\"https:\/\/www.pv-tech.org\/vietnam-rooftop-solar-records-major-boom-as-more-than-9gw-installed-in-2020\/\" target=\"_blank\" rel=\"noreferrer noopener\">2,435% boom<\/a>&nbsp;in rooftop solar projects. As a result, it&nbsp;<a href=\"https:\/\/www.saurenergy.com\/solar-energy-news\/vietnams-record-9-5-gw-of-rooftop-solar-addition-is-a-2020-success-story\" target=\"_blank\" rel=\"noreferrer noopener\">accomplished its 2025 target<\/a>&nbsp;five years early. At the time, the country became one of the world\u2019s&nbsp;<a href=\"https:\/\/www.irena.org\/Statistics\/View-Data-by-Topic\/Capacity-and-Generation\/Country-Rankings\" target=\"_blank\" rel=\"noreferrer noopener\">top 10 solar power markets<\/a>.<\/p>\n\n\n\n<p>The trend extended into 2021 as well, when Vietnam recorded <a href=\"https:\/\/en.vietnamplus.vn\/vietnam-among-worlds-top-10-for-solar-power-output\/231525.vnp\" target=\"_blank\" rel=\"noreferrer noopener\">337% in solar output growth<\/a>&nbsp;compared to 2020.&nbsp;<\/p>\n\n\n\n<p>In 2022, clean electricity generation in Vietnam grew by<a href=\"https:\/\/yuanta.com.vn\/wp-content\/uploads\/2023\/01\/20230130-Energy-sector-note-edited.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;16% year-over-year<\/a>. At the end of 2022, installed clean power capacity was&nbsp;<a href=\"http:\/\/www.sxcoal.com\/news\/4673436\/info\/en\" target=\"_blank\" rel=\"noreferrer noopener\">20.17 GW<\/a>&nbsp;or 26.4% of the total.<\/p>\n\n\n\n<p>While its trajectory has been impressive, regulatory uncertainty and the directionless <strong>renewable energy policy of Vietnam<\/strong> significantly impeded its progress.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-over-80-failed-renewable-energy-projects-in-vietnam\"><strong>Over 80 Failed Renewable Energy Projects in Vietnam<\/strong><\/h3>\n\n\n\n<p>Over 80 renewable energy projects from 36 developers failed to meet the deadline to benefit from the 20-year incentive feed-in tariffs (FiTs) due to the pandemic or other reasons. As a result, they were offered significantly&nbsp;<a href=\"https:\/\/e.vnexpress.net\/news\/economy\/clean-energy-firms-fear-bankruptcy-amid-low-prices-4581681.html\" target=\"_blank\" rel=\"noreferrer noopener\">lower tariffs<\/a>. Due to this, many developers now claim to be at risk of bankruptcy.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"828\" src=\"https:\/\/energytracker.asia\/wp-content\/uploads\/2023\/05\/image-1-1024x828.png\" alt=\"Solar Power Generation Growth in 2021, Source: Vietnam Plus\" class=\"wp-image-39465\" srcset=\"https:\/\/energytracker.asia\/wp-content\/uploads\/2023\/05\/image-1-1024x828.png 1024w, https:\/\/energytracker.asia\/wp-content\/uploads\/2023\/05\/image-1-300x242.png 300w, https:\/\/energytracker.asia\/wp-content\/uploads\/2023\/05\/image-1-768x621.png 768w, https:\/\/energytracker.asia\/wp-content\/uploads\/2023\/05\/image-1.png 1346w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Solar Power Generation Growth in 2021, Source: <em><a href=\"https:\/\/en.vietnamplus.vn\/vietnam-among-worlds-top-10-for-solar-power-output\/231525.vnp\" target=\"_blank\" rel=\"noreferrer noopener\">Vietnam Plus<\/a><\/em><\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-drawbacks-of-vietnam-s-renewable-energy-policy\"><strong>The Drawbacks of Vietnam&#8217;s Renewable Energy Policy<\/strong><\/h2>\n\n\n\n<p>Various policies, including the ambitious feed-in tariff&nbsp;<a href=\"https:\/\/energytracker.asia\/vietnams-renewable-energy-success-stories-promise-a-bright-future\/\" target=\"_blank\" rel=\"noreferrer noopener\">introduced in 2018<\/a>, empowered Vietnam&#8217;s remarkable growth of clean energy capacity.<\/p>\n\n\n\n<p>However, a continuous back-and-forth on the PDP8 has distorted the country\u2019s focus on adopting renewable energy in Vietnam. At the start of 2023, Vietnam introduced a new pricing scheme,&nbsp;<a href=\"https:\/\/yuanta.com.vn\/wp-content\/uploads\/2023\/01\/20230130-Energy-sector-note-edited.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">up to 29% lower<\/a>&nbsp;than the original incentive FiTs.&nbsp;<\/p>\n\n\n\n<p>In a joint petition to the government, 36 developers of over 80 renewable energy development projects with a total capacity of 4.6 GW expressed&nbsp;<a href=\"https:\/\/e.vnexpress.net\/news\/economy\/clean-energy-firms-fear-bankruptcy-amid-low-prices-4581681.html\" target=\"_blank\" rel=\"noreferrer noopener\">concerns<\/a>&nbsp;about the new tariffs. Developers and analysts&nbsp;<a href=\"https:\/\/e.vnexpress.net\/news\/economy\/clean-energy-firms-fear-bankruptcy-amid-low-prices-4581681.html\" target=\"_blank\" rel=\"noreferrer noopener\">warn<\/a>&nbsp;that these power generation projects won\u2019t be able to hit the projected 12% internal rate of return. Instead, with the new tariffs, the IRR of solar power and wind energy projects is estimated at around 5% and 8%, respectively.&nbsp;<\/p>\n\n\n\n<p>While waiting for the government to introduce a more favourable FiT scheme, solar and wind power plants developers requested a temporary tariff of&nbsp;<a href=\"https:\/\/e.vnexpress.net\/news\/industries\/renewable-energy-developers-want-temporary-buying-price-of-6-cents-per-kwh-4583778.html\" target=\"_blank\" rel=\"noreferrer noopener\">6.2 cents\/kWh<\/a>&nbsp;to help them avoid bankruptcy. They also urged the government to introduce a legal framework,&nbsp;<a href=\"https:\/\/e.vnexpress.net\/news\/economy\/clean-energy-firms-fear-bankruptcy-amid-low-prices-4581681.html\" target=\"_blank\" rel=\"noreferrer noopener\">allowing them to sell power to businesses<\/a>. Currently, this is something that they are&nbsp;<a href=\"https:\/\/www.iucn.org\/news\/viet-nam\/202205\/unlocking-international-finance-vietnams-renewable-energy-transition\" target=\"_blank\" rel=\"noreferrer noopener\">unable to do<\/a>.<\/p>\n\n\n\n<p>This situation has been a long time coming. In September 2021, GWEC warned that&nbsp;<a href=\"https:\/\/gwec.net\/gwec-usd-6-7-billion-in-wind-power-investment-in-vietnam-at-risk-without-covid-19-relief\/\" target=\"_blank\" rel=\"noreferrer noopener\">USD 6.7 billion<\/a>&nbsp;in wind power projects were at risk. The council requested an extension to the deadline due to pandemic-induced delays so that more projects could take advantage of the FiT. However, the government&nbsp;<a href=\"https:\/\/www.reuters.com\/article\/vietnam-energy-windpower-idUSL4N2QW3J4\" target=\"_blank\" rel=\"noreferrer noopener\">rejected the call<\/a>.<\/p>\n\n\n\n<p>Furthermore, in March 2023, Vietnam signed an agreement to&nbsp;<a href=\"https:\/\/vietnamenergy.vn\/the-founder-of-the-monsoon-wind-power-project-laos-worked-with-evn-30373.html\" target=\"_blank\" rel=\"noreferrer noopener\">import wind power<\/a>&nbsp;from Laos. This is despite the country having much higher wind power potential and a nearly&nbsp;<a href=\"https:\/\/www.re-explorer.org\/lcoe-southeast-asia\/2-results.html\" target=\"_blank\" rel=\"noreferrer noopener\">five times lower LCOE<\/a>&nbsp;compared to Laos.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-renewable-energy-producers-are-wary\"><strong>Renewable Energy Producers Are Wary<\/strong><\/h3>\n\n\n\n<p>Due to the regulatory limbo, projects nationwide are sitting idle while their investors and developers are losing money.&nbsp;<\/p>\n\n\n\n<p>As a result, investors are starting to&nbsp;<a target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-03-08\/enough-wind-power-for-a-major-city-snarled-amid-vietnam-anti-corruption-campaign\" rel=\"noreferrer noopener\">express doubts<\/a>&nbsp;about Vietnam\u2019s lucrativeness as an investment destination.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"525\" src=\"https:\/\/energytracker.asia\/wp-content\/uploads\/2023\/05\/image-2-1024x525.png\" alt=\"Vietnam Didn't Commission New Wind Plants in 2022\" class=\"wp-image-39466\" srcset=\"https:\/\/energytracker.asia\/wp-content\/uploads\/2023\/05\/image-2-1024x525.png 1024w, https:\/\/energytracker.asia\/wp-content\/uploads\/2023\/05\/image-2-300x154.png 300w, https:\/\/energytracker.asia\/wp-content\/uploads\/2023\/05\/image-2-768x394.png 768w, https:\/\/energytracker.asia\/wp-content\/uploads\/2023\/05\/image-2-1536x787.png 1536w, https:\/\/energytracker.asia\/wp-content\/uploads\/2023\/05\/image-2.png 1614w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Vietnam Didn&#8217;t Commission New Wind Plants in 2022, Source: <em><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-03-08\/enough-wind-power-for-a-major-city-snarled-amid-vietnam-anti-corruption-campaign\" target=\"_blank\" rel=\"noreferrer noopener\">Bloomberg NEF<\/a><\/em><\/figcaption><\/figure>\n\n\n\n<p>This is evident from the notable&nbsp;<a href=\"https:\/\/www.global-climatescope.org\/markets\/vn\/\" target=\"_blank\" rel=\"noreferrer noopener\">drop in renewables investments<\/a>&nbsp;in 2021 compared to the previous year. During the 2020 peak, Vietnam received the&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-01-21\/what-does-500-billion-for-clean-energy-mean-for-climate-change\" target=\"_blank\" rel=\"noreferrer noopener\">eighth-most<\/a>&nbsp;clean energy capacity investments globally.<\/p>\n\n\n\n<p>There are growing industry calls for the government&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-03-14\/green-energy-investors-demand-vietnam-speed-up-policy-changes\" target=\"_blank\" rel=\"noreferrer noopener\">to speed up policy changes<\/a>&nbsp;to prevent investors from completely turning away from Vietnam&#8217;s renewable energy sector. Among the requested measures are more favourable prices, immediate approvals for power provision to the grid and enabling generators to sell energy directly to customers.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-vietnam-can-continue-shining-but-will-it\"><strong>Vietnam Can Continue Shining. But Will It?<\/strong><\/h2>\n\n\n\n<p>The country must work hard to regain investors\u2019 trust by demonstrating energy policy ambition. Most of the needed measures to promote renewable energy are quite simple. Possible&nbsp;<a href=\"https:\/\/www.russinvecchi.com.vn\/publication\/vietnams-new-pricing-plan-for-renewable-energy-projects\/\" target=\"_blank\" rel=\"noreferrer noopener\">starting points<\/a>&nbsp;include adopting renewable energy technologies, easing project approvals and mandating that the subsidies adequately reflect the total investment cost of a project, including reasonable profit margins. <\/p>\n\n\n\n<p>Granting developers&nbsp;<a href=\"https:\/\/www.mayerbrown.com\/-\/media\/files\/perspectives-events\/publications\/2022\/09\/offshore-wind-in-vietnam--harnessing-the-countrys-potential.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">access to a FiT mechanism<\/a>&nbsp;can ease and speed up the initial mass deployment of projects. As a result, what is estimated to be&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-03-08\/enough-wind-power-for-a-major-city-snarled-amid-vietnam-anti-corruption-campaign\" target=\"_blank\" rel=\"noreferrer noopener\">the best clean energy potential in the region<\/a>, will remain untapped. This would be a shame, as renewables are&nbsp;<a href=\"https:\/\/www.mckinsey.com\/featured-insights\/asia-pacific\/exploring-an-alternative-pathway-for-vietnams-energy-future\" target=\"_blank\" rel=\"noreferrer noopener\">the cheapest form of new power<\/a>&nbsp;in Vietnam.&nbsp;<\/p>\n\n\n\n<p>Considering the country\u2019s previous success and its bright prospects ahead, including its JETP, the lack of clarity on the renewable energy policy front serves only to hold Vietnam back.
