Japanese Prime Minister Shigeru Ishiba visited the United States earlier this month in a bid to strengthen the relationship between both countries and potentially avoid becoming subject to similar measures. During the meeting, Japan agreed to buy \u201crecord amounts\u201d of natural gas from the US \u2013 a move that Ishida considers in his country&#8217;s national interest. At the same time, experts fear it will have far-reaching consequences on the domestic stage, but even more so for Southeast Asia, where Japan has profited from exporting excessive liquefied natural gas.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-japan-promises-to-expand-liquefied-natural-gas-imports-from-the-us-to-record-levels\"><strong>Japan Promises to Expand Liquefied Natural Gas Imports From the US to Record Levels<\/strong><\/h2>\n\n\n\n<p>In a <a href=\"https:\/\/www.youtube.com\/watch?v=jMiAE9X-Wig\" target=\"_blank\" rel=\"noreferrer noopener\">joint press conference<\/a> after the meeting, Japanese Prime Minister Shigeru Ishida <a href=\"https:\/\/www.reuters.com\/world\/japan-pm-ishiba-after-meeting-trump-voices-optimism-over-averting-tariffs-2025-02-09\/\" target=\"_blank\" rel=\"noreferrer noopener\">voiced optimism<\/a> over averting tariffs. Key among the reasons was Japanese leadership agreeing to \u201csoon\u201d start importing \u201cclean\u201d US LNG in \u201crecord numbers\u201d. Trump even said the two countries could resolve the existing trade deficit of USD 100 billion \u201cvery quickly\u201d just \u201con oil and gas\u201d, indicating the potential import-export volumes they could target.&nbsp;<\/p>\n\n\n\n<iframe loading=\"lazy\" title=\"President Trump Holds a Press Conference with Prime Minister Shigeru Ishiba of Japan\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/jMiAE9X-Wig?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n\n\n\n<p>Ishiba, who has previously <a href=\"https:\/\/www.sankei.com\/article\/20240910-BKP2IN6PFNBSXCQTU36QW44SFE\/\" target=\"_blank\" rel=\"noreferrer noopener\">emphasised<\/a> the need to prioritise renewable energy and reduce reliance on nuclear power, and also <a href=\"https:\/\/www.jimin.jp\/news\/policy\/124842.html\" target=\"_blank\" rel=\"noreferrer noopener\">criticised<\/a> Japan\u2019s wealth flowing overseas by importing fossil fuels, now says that expanding LNG imports from the United States is in his country&#8217;s \u201c<a href=\"https:\/\/www.nationthailand.com\/news\/world\/40046102\" target=\"_blank\" rel=\"noreferrer noopener\">national interest<\/a>\u201d. The move followed <a href=\"https:\/\/www.reuters.com\/business\/energy\/japans-jera-plans-expand-us-lng-purchases-diversify-energy-supply-2025-01-24\/\" target=\"_blank\" rel=\"noreferrer noopener\">JERA\u2019s announcement<\/a> ahead of the meeting that it planned to purchase more US LNG from export terminals under construction to diversify supplies. Currently, it handles the equivalent of about half of Japan\u2019s domestic LNG demand annually.<\/p>\n\n\n\n<p>During the meeting, Trump also reportedly requested a commitment to increasing Japanese investment in the US to <a href=\"https:\/\/www.reuters.com\/world\/japan-pm-ishiba-after-meeting-trump-voices-optimism-over-averting-tariffs-2025-02-09\/\" target=\"_blank\" rel=\"noreferrer noopener\">USD 1 trillion<\/a>. In response, alongside LNG, the Japanese prime minister also identified steel, AI and automobiles as areas of investment for recovering the trade deficit. He also indicated potential interest in importing bioethanol, ammonia and other resources from the US, if the price was \u201c<a href=\"https:\/\/www.reuters.com\/business\/energy\/trump-says-japan-will-soon-begin-importing-new-shipments-us-lng-2025-02-07\/\" target=\"_blank\" rel=\"noreferrer noopener\">stable<\/a>\u201d. The idea is likely to originate from Japan\u2019s strategy to actively promote co-firing ammonia with coal across Asia \u2013 a technology <a href=\"https:\/\/www.transitionzero.org\/insights\/japans-toxic-narrative-on-ammonia-cofiring\" target=\"_blank\" rel=\"noreferrer noopener\">widely criticised<\/a> for being too costly, polluting and untested.&nbsp;<\/p>\n\n\n\n<p>According to Trump, Japan\u2019s increased LNG deliveries will come from a <a href=\"https:\/\/www.highnorthnews.com\/en\/japan-and-us-looking-form-joint-venture-alaska-lng-project\" target=\"_blank\" rel=\"noreferrer noopener\">USD 44 billion<\/a> project in Alaska, for which both countries would form a joint venture. <a href=\"https:\/\/www.bnnbloomberg.ca\/business\/international\/2025\/02\/07\/trump-says-he-discussed-lng-exports-with-japans-ishiba\/\" target=\"_blank\" rel=\"noreferrer noopener\">Bloomberg<\/a> estimates that the project would be massive in scale, requiring the construction of over 1,200 km in pipelines, a separate carbon capture facility and import and export infrastructure. The Alaska LNG project has stalled for many years due to a lack of investment partners and significant cost hurdles, with major oil companies such as BP, ConocoPhillips and ExxonMobil withdrawing from it. While the project targets completion in 2031, any further delays would significantly threaten its viability, especially considering the looming new LNG supply capacity to come online from the end of 2026.<\/p>\n\n\n\n<p>As of FY 2023, the US supplied <a href=\"https:\/\/www.nippon.com\/en\/japan-data\/h02310\/\" target=\"_blank\" rel=\"noreferrer noopener\">5.8 million tonnes<\/a> of LNG to Japan, equal to around 9% of its imports. The top three suppliers included Australia with 26.6 million tonnes (41%), Malaysia with 10.2 million tonnes (15.8%) and Russia with 6.3 million tonnes (9.7%). According to Bloomberg data, roughly <a href=\"https:\/\/www.bnnbloomberg.ca\/business\/international\/2025\/02\/07\/trump-says-he-discussed-lng-exports-with-japans-ishiba\/\" target=\"_blank\" rel=\"noreferrer noopener\">10%<\/a> of Japan\u2019s LNG supplies came from the US in 2024. If realised, the Alaska LNG project will have an annual production capacity of about <a href=\"https:\/\/www.agenzianova.com\/en\/news\/usa-japan-trump-ishiba-meeting-heralds-alaska-oil-industry-revival\/\" target=\"_blank\" rel=\"noreferrer noopener\">20 million tonnes<\/a>, equal to about 30% of Japan&#8217;s annual LNG import needs.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-consequences-of-increased-us-lng-exports-to-japan\"><strong>The Consequences of Increased US LNG Exports to Japan<\/strong><\/h2>\n\n\n\n<p>As the world\u2019s second-largest LNG buyer, Japan has ambitious plans to increase its LNG imports from the US, with several Japanese companies already considering investments in US export facilities. However, Japan\u2019s moves raise various concerns \u2013 both on the domestic and regional stage.<\/p>\n\n\n\n<p>First, the country\u2019s draft version of the 2035 NDC, which proved <a href=\"https:\/\/climateactiontracker.org\/documents\/1280\/CAT_2024-11-14_Briefing_NDCsNeededFor2035.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">disappointing<\/a> and targeted a <a href=\"https:\/\/www.enerdata.net\/publications\/daily-energy-news\/japan-co2-emission-reduction-2035.html\">60%<\/a> emissions reduction by 2035 instead of the <a href=\"https:\/\/climateactiontracker.org\/documents\/1280\/CAT_2024-11-14_Briefing_NDCsNeededFor2035.pdf\">81% experts suggested<\/a>, ended up being the official submission. According to reports in <a href=\"https:\/\/www.asahi.com\/articles\/ASSCY31JDSCYULBH00DM.html\" target=\"_blank\" rel=\"noreferrer noopener\">local media<\/a>, the Ministry of the Environment even blocked a member of the governmental 2035 NDC formulation committee from expressing his opinion for a more ambitious target. <a href=\"https:\/\/climateactiontracker.org\/documents\/1280\/CAT_2024-11-14_Briefing_NDCsNeededFor2035.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Climate Action Tracker<\/a> notes that this highlights the<a href=\"https:\/\/climateintegrate.org\/archives\/6586\" target=\"_blank\" rel=\"noreferrer noopener\"> issues around the transparency and fairness<\/a> of energy and climate policy processes in Japan. Source: <a href=\"https:\/\/climateactiontracker.org\/documents\/1280\/CAT_2024-11-14_Briefing_NDCsNeededFor2035.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Climate Action Tracker<\/a><\/figcaption><\/figure>\n<\/div>\n\n\n<p>Japan\u2019s scepticism toward renewable energy has long been evident on both the national and corporate fronts.&nbsp;<\/p>\n\n\n\n<p>According to Oil Change International, Japan is the world\u2019s largest provider of international public finance for LNG export capacity, with over <a href=\"https:\/\/priceofoil.org\/2023\/04\/05\/briefing-g20-government-finance-enabled-82-of-lng-export-infrastructure-expansion-breaking-climate-promises\/\" target=\"_blank\" rel=\"noreferrer noopener\">50%<\/a> of global international public finance for completed projects since 2012 and projects under construction or to be built by 2026. Aside from being the <a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2024-05-01\/japan-is-opening-coal-plants-not-closing-them\" target=\"_blank\" rel=\"noreferrer noopener\">largest coal user in the G7<\/a>, it is also effectively exporting its slow transition across the region by promoting fossil fuel-based technologies.&nbsp;<\/p>\n\n\n\n<p>According to <a href=\"https:\/\/lobbymap.org\/influencer\/Japan-Business-Federation-Keidanren\" target=\"_blank\" rel=\"noreferrer noopener\">InfluenceMap<\/a>, the Japanese Business Federation has a history of lobbying \u201cnegatively on many strands of climate change regulation in Japan\u201d and remains \u201coppositional towards regulated carbon taxes and the phaseout of thermal power\u201d. It also actively advocates investing in LNG and fossil fuel-based technologies like hydrogen and ammonia co-firing.<\/p>\n\n\n\n<p>The CEO of JERA has previously <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-11-09\/asia-needs-gas-as-bridge-to-cleaner-future-says-japan-s-jera\" target=\"_blank\" rel=\"noreferrer noopener\">described<\/a> the process of supporting the economic growth of the region with intermittent renewable sources as \u201chard\u201d and urged the need to use gas as a transitional fuel. The CEO of Mitsubishi Heavy Industries <a href=\"https:\/\/www.mhi.com\/finance\/library\/annual\/pdf\/report_2022.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">branded<\/a> a renewables-led transition in Asia as \u201cunrealistic\u201d.<\/p>\n\n\n\n<p>The Alaska project\u2019s substantial price tag and complexity raise questions about the <a href=\"https:\/\/www.highnorthnews.com\/en\/japan-and-us-looking-form-joint-venture-alaska-lng-project\" target=\"_blank\" rel=\"noreferrer noopener\">fuel\u2019s competitiveness<\/a> in the international market at a time when renewables <a href=\"https:\/\/ieefa.org\/resources\/clean-energy-transition-economic-imperative-japans-new-government\" target=\"_blank\" rel=\"noreferrer noopener\">can reduce and stabilise<\/a> power prices in the country, improve domestic energy security and unlock previously overlooked economic opportunities. According to <a href=\"https:\/\/www.woodmac.com\/press-releases\/asia-lcoe\/\" target=\"_blank\" rel=\"noreferrer noopener\">Wood Mackenzie<\/a>, the average levelised cost of electricity (LCOE) for new renewable energy projects across APAC is already competitive or lower than that of gas projects. Furthermore, the former is continuously dropping, while the latter have increased in recent years. Even traditionally costly projects like offshore wind will become cheaper than gas power in Japan by 2027. For reference, the earliest the Alaskan LNG project could come online, as per initial estimates, is <a href=\"https:\/\/www.highnorthnews.com\/en\/japan-and-us-looking-form-joint-venture-alaska-lng-project\" target=\"_blank\" rel=\"noreferrer noopener\">2031<\/a>.<\/p>\n\n\n\n<p>Susanne Wong, Asia program manager of Oil Change International, <a href=\"https:\/\/oilchange.org\/news\/reactive-u-s-and-japan-agree-to-new-lng-exports\/\" target=\"_blank\" rel=\"noreferrer noopener\">warned<\/a>, \u201cFinancing U.S. LNG poses serious risks for Japanese investors.\u201d The expert also expressed concerns that the deal wasn\u2019t about energy security but \u201cenriching fossil fuel billionaires at the expense of frontline communities and our climate\u201d.<\/p>\n\n\n\n<p>Sharon Wilson, founder of Oilfield Witness, who has been documenting the invisible pollution from the oil and gas facilities for many years, <a href=\"https:\/\/oilchange.org\/news\/reactive-u-s-and-japan-agree-to-new-lng-exports\/\" target=\"_blank\" rel=\"noreferrer noopener\">addressed<\/a> the Japanese prime minister, saying that her analysis of Japanese LNG import facilities showed they emitted \u201calarming amounts of methane.\u201d Wilson also said Ishida was lied to about LNG being a viable transition fuel.<\/p>\n\n\n\n<p>Japan\u2019s decision also risks influencing other Asian countries, such as South Korea, to follow suit. Local policymakers are <a href=\"https:\/\/www.bnnbloomberg.ca\/business\/international\/2025\/02\/07\/trump-says-he-discussed-lng-exports-with-japans-ishiba\/\" target=\"_blank\" rel=\"noreferrer noopener\">already discussing<\/a> increasing LNG imports from the US as a means to avoid tariffs, as Bloomberg notes.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-southeast-asia-at-risk-of-being-a-dumping-ground-for-japan-s-highly-priced-lng\"><strong>Southeast Asia At Risk of Being a Dumping Ground For Japan\u2019s Highly Priced LNG<\/strong><\/h3>\n\n\n\n<p>According to the IEEFA, Japan\u2019s LNG demand has continuously declined, falling over <a href=\"https:\/\/ieefa.org\/resources\/japans-largest-lng-buyers-have-surplus-problem\" target=\"_blank\" rel=\"noreferrer noopener\">20 million tonnes since 2014<\/a>. The main reason was the gradual restarting of 12 nuclear reactors and the increasing deployment of renewable energy.<\/p>\n\n\n\n<p>This has prompted Japan to increase the sales of LNG to third-party countries, mainly across Southeast Asia. In fact, the <a href=\"https:\/\/ieefa.org\/resources\/japans-lng-resales-overseas-markets-hit-record-high-fy2023-domestic-demand-plummeted\" target=\"_blank\" rel=\"noreferrer noopener\">IEEFA<\/a> says that in FY2023, 37% of the LNG volumes handled by Japanese companies were resold overseas rather than consumed domestically, up from 16% five years ago. Still, Japanese companies have continued to commit to additional LNG contracts despite declining domestic demand, with the apparent intent to profit from <a href=\"https:\/\/energytracker.asia\/lng-demand-decline-in-japan-to-cause-oversupply-through-2030\/\" target=\"_blank\" rel=\"noreferrer noopener\">selling the gas to Southeast Asian countries<\/a>. However, this hasn\u2019t been the case for importing nations since renewables are already<a href=\"https:\/\/www.irena.org\/News\/pressreleases\/2022\/Sep\/ASEAN-Can-Cover-Two-Thirds-of-Energy-Demand-with-Renewables\" target=\"_blank\" rel=\"noreferrer noopener\"> the cheapest source<\/a> of new power in countries comprising two-thirds of the global population and responsible for 90% of electricity generation, including<a href=\"https:\/\/chinadialogue.net\/en\/energy\/why-china-hasnt-signed-pledge-triple-renewables\/\" target=\"_blank\" rel=\"noreferrer noopener\"> much of Southeast Asia<\/a>.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"672\" src=\"https:\/\/energytracker.asia\/wp-content\/uploads\/2025\/02\/Source-Bloomberg-1024x672.png\" alt=\"Japan's gas empire\nSource: Bloomberg\" class=\"wp-image-61465\" srcset=\"https:\/\/energytracker.asia\/wp-content\/uploads\/2025\/02\/Source-Bloomberg-1024x672.png 1024w, https:\/\/energytracker.asia\/wp-content\/uploads\/2025\/02\/Source-Bloomberg-300x197.png 300w, https:\/\/energytracker.asia\/wp-content\/uploads\/2025\/02\/Source-Bloomberg-768x504.png 768w, https:\/\/energytracker.asia\/wp-content\/uploads\/2025\/02\/Source-Bloomberg.png 1354w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Source: <a href=\"https:\/\/www.bloomberg.com\/graphics\/2024-japan-natural-gas-lng-global-trade\/\" target=\"_blank\" rel=\"noreferrer noopener\">Bloomberg<\/a><\/figcaption><\/figure>\n<\/div>\n\n\n<p>According to <a href=\"https:\/\/oilchange.org\/news\/reactive-u-s-and-japan-agree-to-new-lng-exports\/\" target=\"_blank\" rel=\"noreferrer noopener\">Hiroki Osada<\/a>, a campaigner at Friends of the Earth Japan, although Japan&#8217;s government says that LNG will strengthen energy security, in reality, the government is exporting it to other countries. \u201cThe volume of reselling is actually more than the biggest LNG exporter, Australia,\u201d the expert notes.<\/p>\n\n\n\n<p>After the Trump-Ishida meeting, Japanese companies may be willing to buy additional cargoes of US LNG, but their final destination is unlikely to be Japan. Under the <a href=\"https:\/\/energytracker.asia\/climate-impacts-of-false-solutions-on-japan\/\" target=\"_blank\" rel=\"noreferrer noopener\">Green Transformation Strategy (GX)<\/a> and the <a href=\"https:\/\/energytracker.asia\/how-azec-and-japan-are-pushing-fossil-fuel-based-solutions-in-asia\/\" target=\"_blank\" rel=\"noreferrer noopener\">Asia Zero Emissions Community (AZEC)<\/a>, the Japanese government and companies have been heavily developing the LNG market across Asia, investing in import terminals, power plants and pipelines. Research by <a href=\"https:\/\/www.marketforces.org.au\/campaigns\/asia\/japan-trading-houses-report-2025\/\" target=\"_blank\" rel=\"noreferrer noopener\">Market Forces<\/a> reveals that Japanese trading houses plan to build 8.6 times more gas power than solar and wind combined in South and Southeast Asia, undermining the region\u2019s energy transition.<\/p>\n\n\n\n<p>Furthermore, in some countries, including Bangladesh, the Philippines, Thailand and Vietnam, the Japanese government has heavily influenced domestic energy policies to ensure gas and LNG, and not renewables, remain the priority. As previously <a href=\"https:\/\/energytracker.asia\/asean-countries-need-to-prioritise-renewable-energy\/\" target=\"_blank\" rel=\"noreferrer noopener\">reported<\/a>, these strategies risk worsening existing problems in Southeast Asian countries, including further slowing down economies\u2019 decarbonisation, fueling the climate crisis, worsening the already bad air quality and associated adverse health impacts and elevating energy security and economic risks.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-reconsidering-lng-import-plans-crucial-for-japan\"><strong>Reconsidering LNG Import Plans Crucial For Japan<\/strong><\/h2>\n\n\n\n<p>While Japan\u2019s decision to increase US LNG imports might help it avoid or at least delay falling under Trump\u2019s tariff regime and shrink the trade deficit, it is neither backed by solid economic reasoning nor moves the needle on energy security.&nbsp;<\/p>\n\n\n\n<p>First, the credibility of Japan\u2019s claims that gas equals energy security already began eroding when former US President Joe Biden <a href=\"https:\/\/energytracker.asia\/impact-on-japan-as-president-biden-halts-lng-exports\/\" target=\"_blank\" rel=\"noreferrer noopener\">halted LNG exports<\/a> from new projects last year, forcing Japan to explore alternatives.<\/p>\n\n\n\n<p>Despite Japan&#8217;s attempt to resell LNG to Southeast Asia, countries in the region have already experienced the benefits of the continuously decreasing costs of renewables. Therefore, for these nations, the idea of LNG as a cheap, clean and secure energy source is quickly diminishing \u2013 a trend evident in their increasingly ambitious climate and energy plans.&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In times of heightened geopolitical risk and ever-dropping renewable energy costs, Japan&#8217;s promise is likely to have significant consequences for its economy and energy security.
