Importantly, the power sector is among those marking the biggest drop in emissions in what is a massive boost for global decarbonisation progress. The expert also sees a possibility of the trend continuing, including China achieving substantial absolute emissions reductions over the next five years. Whether that would indeed be the case depends on the policy choices.<\/p>\n\n\n\n<p>However, the decarbonisation progress of China\u2019s power sector and the accompanying benefits, including an economic boost and cheaper, more secure and cleaner energy, are sufficient arguments for other countries to follow suit. For Southeast Asia, a similar clean energy-focused strategy can unlock massive benefits, helping the region tackle some of its most pressing problems.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-china-s-co-2-emissions-fall-for-the-first-time-despite-growing-power-demand-thanks-to-renewables-carbon-brief\"><strong>China\u2019s CO<sub>2<\/sub> Emissions Fall For the First Time Despite Growing Power Demand Thanks to Renewables: Carbon Brief<\/strong><\/h2>\n\n\n\n<p>In the &#8220;<a href=\"https:\/\/www.carbonbrief.org\/analysis-clean-energy-just-put-chinas-co2-emissions-into-reverse-for-first-time\/\" target=\"_blank\" rel=\"noreferrer noopener\">Clean energy just put China\u2019s CO<sub>2<\/sub> emissions into reverse for first time<\/a>&#8221; analysis, Myllyvirta reveals that <strong>China\u2019s CO<sub>2<\/sub> emissions<\/strong> dropped 1.6% in the first quarter of 2025 and by 1% in the past 12 months. Importantly, this is the first decline that took place while demand surged. Over the first quarter of this year, they fell 5.8%, while power demand jumped by 2.5%. Notably, coal and gas generation declined by 4.7%.&nbsp;&nbsp;<\/p>\n\n\n\n<p>According to Myllyvirta, China&#8217;s power-sector emissions will likely continue declining in 2025 as well, potentially causing a sustained decline.<\/p>\n\n\n\n<p>Looking beyond electricity generation, all sectors registered a fall in emissions over the most recent four months from December 2024 to March 2025, except for the coal-to-chemical sector. In fact, the expert finds that, in addition to the power sector, emissions have likely also peaked in the building materials and steel sectors, as well as oil products consumption, although potential short-term rebounds remain a possibility. Collectively, these sectors represent over 80% of China\u2019s fossil fuel-related CO<sub>2<\/sub> emissions.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/lh7-rt.googleusercontent.com\/docsz\/AD_4nXd9_XZHxUrJqnnopJJPcWEYXa1F2_h5W6edebTTrr67ffOkCkLUV65E1V_DDaXFUs8-xD-g5DtR7CoV0cY8ILuV9MuVMkALEUEPCSFwz4jNPrNmHd-igceDWIL3de2VsQRj3OYT?key=cM5OCYWlsqLnVvPXBy2t7w\" alt=\"CO2 emissions have fallen\"\/><figcaption class=\"wp-element-caption\">Source: <a href=\"https:\/\/www.carbonbrief.org\/analysis-clean-energy-just-put-chinas-co2-emissions-into-reverse-for-first-time\/\" target=\"_blank\" rel=\"noreferrer noopener\">CarbonBrief<\/a><\/figcaption><\/figure>\n<\/div>\n\n\n<p>The results are yet another indication that China\u2019s CO<sub>2<\/sub> emissions could be close to reaching a <a href=\"https:\/\/www.carbonbrief.org\/analysis-record-surge-of-clean-energy-in-2024-halts-chinas-co2-rise\/\" target=\"_blank\" rel=\"noreferrer noopener\">peak, a plateau<\/a> or even a period of structural decline, which experts have been discussing for a while.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-renewables-as-the-main-reason-for-the-decline-in-carbon-dioxide-emissions-in-china\"><strong>Renewables as the Main Reason for the Decline in Carbon Dioxide Emissions in China<\/strong><\/h3>\n\n\n\n<p>Myllyvirta\u2019s analysis concludes that the drop was due to sufficient amounts of electricity supplied from new solar, wind and nuclear power, which exceeded the current and long-term average power demand growth, significantly reducing the need for fossil fuels. The increase in hydropower, mainly related to seasonal variation, also helped push down fossil power generation.<\/p>\n\n\n\n<p>In 2024, China installed solar farms at a rate of 759 MW per day, the IEEFA <a href=\"https:\/\/ieefa.org\/resources\/us-trade-uncertainty-presents-domestic-opportunities-southeast-asian-renewables-suppliers\" target=\"_blank\" rel=\"noreferrer noopener\">notes<\/a>. In fact, the solar power industry contributed over <a href=\"https:\/\/energytracker.asia\/china-gdp-breakdown-clean-technology-sectors-driving-economic-growth\/\" target=\"_blank\" rel=\"noreferrer noopener\">10%<\/a> to the country\u2019s GDP growth.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/lh7-rt.googleusercontent.com\/docsz\/AD_4nXe715lnEMzKgE5eCdZ6_Ohz-m1PpmRMO6j7z1L66qZEyMTrHxl_KkAkkIeAXMXfR4KisLbTMiMEswZuJN6Bz9rnYAHYBGDCNkzMLabMHx6G-2avFQvWLdveaLWxXT0EIg0re-M-?key=cM5OCYWlsqLnVvPXBy2t7w\" alt=\"China power\"\/><figcaption class=\"wp-element-caption\">Source: <a href=\"https:\/\/www.carbonbrief.org\/analysis-clean-energy-just-put-chinas-co2-emissions-into-reverse-for-first-time\/\" target=\"_blank\" rel=\"noreferrer noopener\">CarbonBrief<\/a><\/figcaption><\/figure>\n<\/div>\n\n\n<p>Whether the trend continues and China keeps on slashing power sector emissions will also depend on what happens after its new wind and solar pricing policy comes into force in June. The legislation would remove price guarantees pegged to coal-power prices and allow new wind and solar projects to secure direct contracts with electricity buyers.&nbsp;<\/p>\n\n\n\n<p>According to the report in <a href=\"https:\/\/www.carbonbrief.org\/analysis-clean-energy-just-put-chinas-co2-emissions-into-reverse-for-first-time\/\" target=\"_blank\" rel=\"noreferrer noopener\">CarbonBrief<\/a>, project developers would be in an immediate rush to complete installation and secure guaranteed prices. Myllyvirta expects this year\u2019s clean power installations in China to continue their staggering growth, surpassing last year\u2019s records. The China Wind Energy Association <a href=\"https:\/\/mp.weixin.qq.com\/s\/ej9ganFFn-BDzZRpNa2DWA\" target=\"_blank\" rel=\"noreferrer noopener\">forecasts<\/a> a new record for offshore and onshore wind projects of up to 115 GW, topping the record-breaking 80 GW added in 2024. The organisation forecasts volumes will stay at these levels in 2026 before they grow further towards 2030. The China Electricity Council<a href=\"https:\/\/www.cpnn.com.cn\/news\/dianli2023\/202504\/t20250425_1794104.html\" target=\"_blank\" rel=\"noreferrer noopener\"> predicts<\/a> an even stronger year for wind power, with 120 GW of additions.<\/p>\n\n\n\n<p>Solar power is likely to see an <a href=\"https:\/\/mp.weixin.qq.com\/s?__biz=Mzg5ODk1MjI0Ng==&amp;mid=2247488302&amp;idx=1&amp;sn=8df79f6ab5e94d0223f101b47cd1dd65&amp;chksm=c1c8778cbc890156d7c730b998dad266df582dbdc8fbf0eb70a5a03b81ebb811749e43c1f200#rd\" target=\"_blank\" rel=\"noreferrer noopener\">8.1-22.5%<\/a> drop this year, according to forecasts by the China Photovoltaic Industry Association. According to some <a href=\"https:\/\/m.bjx.com.cn\/mnews\/20250410\/1436190.shtml\" target=\"_blank\" rel=\"noreferrer noopener\">studies<\/a>, for every 0.5 to 1 percentage point reduction in China\u2019s GDP growth due to tariffs, there would be a similar demand reduction for coal.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-the-peaking-co-2-emissions-of-the-power-sector-in-china-are-a-nudge-for-southeast-asia\"><strong>The Peaking CO<sub>2<\/sub> Emissions of the Power Sector in China Are a Nudge For Southeast Asia<\/strong><\/h2>\n\n\n\n<p>According to&nbsp;Myllyvirta\u2019s <a href=\"https:\/\/www.carbonbrief.org\/analysis-clean-energy-just-put-chinas-co2-emissions-into-reverse-for-first-time\/\" target=\"_blank\" rel=\"noreferrer noopener\">analysis<\/a>, Trump\u2019s tariffs on China have motivated the latter to compensate by creating domestic markets for its products. The country is also likely to push harder to increase its influence across Southeast Asia. In recent years, China has been actively scaling up its renewable energy investments and building clean technology factories. Furthermore, President Xi Jinping recently also <a href=\"https:\/\/www.scmp.com\/week-asia\/economics\/article\/3306890\/chinas-xi-wraps-malaysia-visit-jet-chip-deals-heading-cambodia\" target=\"_blank\" rel=\"noreferrer noopener\">embarked on a tour<\/a> of Southeast Asia to sign economic cooperation agreements.<\/p>\n\n\n\n<p>The <a href=\"https:\/\/www.cfr.org\/article\/why-east-asia-target-trumps-tariff-war-six-charts\" target=\"_blank\" rel=\"noreferrer noopener\">Council on Foreign Relations<\/a> (CFR) notes that ASEAN opinion leaders are increasingly aligning with China. Meanwhile, Beijing is also ramping up aid and foreign investment in the region to shore up the vacuum left by the US. This is an increasingly important strategic step, considering the US\u2019s withdrawal from the JETPs for Indonesia and Vietnam, which it helped launch alongside partners. Trump\u2019s move is estimated to affect over <a href=\"https:\/\/www.csis.org\/blogs\/latest-southeast-asia\/latest-southeast-asia-us-withdrawal-jetp\" target=\"_blank\" rel=\"noreferrer noopener\">USD 3 billion<\/a> in commitments to both countries, although other countries like Germany and Japan have stepped in to fill the gap.<\/p>\n\n\n\n<p>\u201cNow China will supercharge efforts in Southeast Asia markets, which it sees as critical and well-aligned destinations for its green technologies,\u201d explains Ben McCarron, managing director at Asia Research &amp; Engagement.<strong>&nbsp;<\/strong>\u201cChina will be powerfully incentivised to ensure policy and implementation plans enable fast adoption of green energy across the region, in support of its exporters. The green products will likely be at competitive price points, offering a compelling proposition.\u201d&nbsp;<\/p>\n\n\n\n<p>China\u2019s strong results in power sector decarbonisation, as well as leaps in improving energy security and affordability, can inspire Southeast Asian nations to be more decisive in opting for proven solutions to the region\u2019s existing problems.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-notable-progress-but-too-early-to-celebrate\"><strong>Notable Progress But Too Early to Celebrate<\/strong><\/h2>\n\n\n\n<p>The analysis reveals that, despite the drop, China\u2019s CO<sub>2<\/sub> emissions remain just 1% below the latest peak. As a result, even short-term jumps could push them to record levels. Furthermore, experts note that, after exceptionally slow progress between 2020 and 2023, China remains<a href=\"https:\/\/dialogue.earth\/en\/climate\/will-china-fulfil-its-key-climate-pledge\/\" target=\"_blank\" rel=\"noreferrer noopener\"> significantly off track<\/a> for its 2030 commitment to reduce carbon intensity and is almost certain to miss its 2025 target. According to Myllyvirta, if China remains committed to its 2030 pledge, its acceleration would need to be reflected in the long-term targets, particularly for clean energy deployment and emissions reductions, set in its next five-year plan due next year.&nbsp;<\/p>\n\n\n\n<p>While China has proved capable of achieving and surpassing its targets, its efforts alone won\u2019t help the world retain the 1.5\u00b0C target. According to the <a href=\"https:\/\/wmo.int\/news\/media-centre\/greenhouse-gas-concentrations-surge-again-new-record-2023\" target=\"_blank\" rel=\"noreferrer noopener\">World Meteorological Organization<\/a> (WMO), due to the extremely long life of CO<sub>2 <\/sub>in the atmosphere, the temperature level already observed will persist for several decades even if emissions are rapidly reduced to net zero.<\/p>\n\n\n\n<p>Alternatively, the world races with time, and as long as emissions continue to increase, greenhouse gases will keep accumulating, leading to a rise in global temperatures. The scale of the challenge necessitates an urgent and decisive response. <\/p>\n\n\n\n<p>The best opportunity is the NDC updates due this year, in which countries will declare their emissions reduction ambitions for the next decade \u2014 the most decisive period in our history.
