Despite being the world\u2019s second-largest exporter of liquefied natural gas (LNG), Australia is on the brink of domestic shortages. With nearly 80% of <a href=\"https:\/\/energytracker.asia\/whats-behind-gas-expansion-in-australia\/\" target=\"_blank\" rel=\"noreferrer noopener\">natural gas<\/a> production shipped overseas, households and industries could feel the squeeze before the year is out.<\/p>\n\n\n\n<p>Could this be the moment for renewable energy to step up and provide a sustainable way forward?<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-australia-natural-gas-reserves-exist-in-northern-territory-when-they-re-needed-in-south-australia\"><strong>Australia Natural Gas Reserves: Exist in Northern Territory When They\u2019re Needed in South Australia<\/strong><\/h2>\n\n\n\n<p>Australia\u2019s gas reserves are immense, totalling nearly <a href=\"https:\/\/www.ga.gov.au\/aecr2024\/gas\" target=\"_blank\" rel=\"noreferrer noopener\">108,920 petajoules<\/a> (30,256 terrawatt-hours) in 2022 \u2014 enough for around <a href=\"https:\/\/www.ga.gov.au\/aecr2024\/gas\" target=\"_blank\" rel=\"noreferrer noopener\">16 years<\/a> of gas supply. Yet, geography complicates the picture. The largest fields are in the <a href=\"https:\/\/www.industry.gov.au\/publications\/future-gas-strategy\/3-finding-new-sources-gas-meet-demand\" target=\"_blank\" rel=\"noreferrer noopener\">northwest<\/a>, far from the energy-hungry southeast. Moving that gas thousands of kilometres would require costly new pipelines or major upgrades to existing ones.<\/p>\n\n\n\n<p><a href=\"https:\/\/pursuit.unimelb.edu.au\/articles\/australias-deadly-commitment-to-fossil-fuels-just-keeps-going\" target=\"_blank\" rel=\"noreferrer noopener\">Billions of dollars<\/a> are now earmarked for new fields, pipelines and extraction technologies. But critics warn these investments could become <a href=\"https:\/\/www.energycouncil.com.au\/analysis\/the-gas-transition-what-do-gorillas-have-to-do-with-it\/\" target=\"_blank\" rel=\"noreferrer noopener\">stranded assets<\/a> as the world moves away from fossil fuels. Onshore reserves add further controversy, since many lie in coal seam gas or shale gas, requiring fracking \u2014 a technique long linked to water contamination, farmland damage and health risks.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-export-commitments-vs-domestic-demand\"><strong>Export Commitments vs. Domestic Demand<\/strong><\/h2>\n\n\n\n<p>Australia produced <a href=\"https:\/\/www.industry.gov.au\/publications\/future-gas-strategy\/6-remaining-reliable-trading-partner-lng-and-low-emissions-gases\" target=\"_blank\" rel=\"noreferrer noopener\">81 million tonnes<\/a> of LNG in 2023, surpassed only by the US, according to the International Gas Union\u2019s <a href=\"https:\/\/www.igu.org\/igu-reports\/2025-world-lng-report\" target=\"_blank\" rel=\"noreferrer noopener\">2025 World LNG Report<\/a>.<\/p>\n\n\n\n<p>Roughly 80% of the gas produced is exported, making up a fifth of the global LNG trade. The bulk goes to Asian buyers \u2014 China, Japan, South Korea and Taiwan \u2014 under long-term, 20-year contracts.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-gas-supply-shortages-loom-in-eastern-and-western-australia\"><strong>Gas Supply Shortages Loom in Eastern and Western Australia<\/strong><\/h2>\n\n\n\n<p>Those export commitments, coupled with declining legacy fields and years of policy gaps, are fuelling domestic shortages. Victoria is especially exposed, with delayed LNG import terminals raising the risk of costly reliance on imports.<\/p>\n\n\n\n<p>\u201cThe contracted export-heavy model has led to an extraordinary paradox: Australia, one of the world\u2019s largest LNG exporters, may soon become an importer to meet domestic demand,\u201d <a href=\"https:\/\/rogermontgomery.com\/australias-gas-crisis-rich-in-resources-but-struggling-with-energy-costs\/\" target=\"_blank\" rel=\"noreferrer noopener\">says Roger Montgomery<\/a>, founder and chairman of Sydney-based Montgomery Investment Management.<\/p>\n\n\n\n<p>The Australian Competition and Consumer Commission (ACCC) <a href=\"https:\/\/www.accc.gov.au\/media-release\/deteriorating-short-term-outlook-for-east-coast-gas-supply\" target=\"_blank\" rel=\"noreferrer noopener\">warns<\/a> that the Eastern Australia could face shortages as early as the end of 2025. In Western Australia, the country\u2019s most gas-dependent region, EnergyQuest <a href=\"https:\/\/www.energyquest.com.au\/western-australian-gas-market-facing-potential-shortfalls-by-2028\/\" target=\"_blank\" rel=\"noreferrer noopener\">forecasts<\/a> shortfalls by 2028 as coal plants close and prices continue to climb.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-domestic-and-small-businesses-gas-consumption-falls-as-prices-surge\"><strong>Domestic and Small Businesses<\/strong> <strong>Gas Consumption Falls as Prices Surge<\/strong><\/h2>\n\n\n\n<p>For households and businesses, the crisis has long been visible in bills. Wholesale gas prices on the east coast have <a href=\"https:\/\/australiainstitute.org.au\/post\/gas-exports-have-tripled-australian-gas-prices-and-doubled-electricity-prices\/\" target=\"_blank\" rel=\"noreferrer noopener\">tripled<\/a> since exports began in 2015, according to Australia Institute research.<\/p>\n\n\n\n<p>The squeeze has accelerated electrification. East coast gas demand has dropped <a href=\"https:\/\/ieefa.org\/resources\/lng-exports-prompt-fall-eastern-australias-gas-demand\" target=\"_blank\" rel=\"noreferrer noopener\">about 32%<\/a> since its financial year 2012-13 peak, with steep declines in manufacturing and residential consumption. Cost-of-living pressures, coupled with the shift to electric appliances, are reinforcing this downward trend.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-australia-natural-gas-production-a-wave-of-projects-amid-shrinking-need\"><strong>Australia Natural Gas Production: A Wave of Projects Amid Shrinking Need<\/strong><\/h2>\n\n\n\n<p>Despite declining domestic gas consumption, Australia has a vast pipeline of new gas projects, expected to deliver <a href=\"https:\/\/australiainstitute.org.au\/post\/government-data-confirms-australia-doesnt-need-more-gas\/\" target=\"_blank\" rel=\"noreferrer noopener\">over 1,000 petajoules by 2027<\/a>. Many are justified as essential for grid reliability during the transition.<\/p>\n\n\n\n<p>But critics argue the expansion is unnecessary. \u201cFigures from the Australian Energy Market Operator\u2019s [AEMO] 2024 Integrated System Plan [ISP] show just how little gas is likely to be required in Australia\u2019s electricity system,\u201d <a href=\"https:\/\/australiainstitute.org.au\/post\/australias-gas-use-on-the-slide\/\" target=\"_blank\" rel=\"noreferrer noopener\">says Ketan Joshi<\/a>, senior research associate at the Australia Institute.<\/p>\n\n\n\n<p>\u201cIt is pretty simple: Australia does not need to be expanding its fossil gas production, least of all to run fossil gas power stations. It\u2019s a hollow fossil fuel industry talking point, and the Federal Government should know better than to repeat it.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-when-will-natural-gas-be-phased-out-in-australia\"><strong>When Will Natural Gas Be Phased Out in Australia?<\/strong><\/h2>\n\n\n\n<p>The government\u2019s 2024 <a href=\"https:\/\/www.industry.gov.au\/publications\/future-gas-strategy\/1-getting-net-zero-emissions-2050\" target=\"_blank\" rel=\"noreferrer noopener\">Future Gas Strategy<\/a> pledges net-zero emissions by 2050, with natural gas to be reduced, decarbonised and, where possible, replaced or offset. That means more electrification, efficiency and offsets for residual carbon dioxide emissions.<\/p>\n\n\n\n<p>States are moving faster. Victoria, for instance, is <a href=\"https:\/\/energymakeovers.com.au\/blog\/the-rise-of-all-electric-homes-benefits-of-ditching-gas-in-victoria\/#:~:text=The%20Victorian%20Government%20has%20confirmed,reduce%20emissions%2C%20and\" target=\"_blank\" rel=\"noreferrer noopener\">phasing out gas in new homes<\/a> from Jan. 1, 2027, and prioritising electrification and clean alternatives.<\/p>\n\n\n\n<p>Yet, at the federal level, Australian government has set no clear timeline for fully phasing out gas.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-proposed-fixes-still-lean-on-gas-supply\"><strong>Proposed Fixes Still Lean on Gas Supply<\/strong><\/h2>\n\n\n\n<p>Policymakers and analysts have floated several fixes to address looming natural gas shortages and price shocks. These range from <a href=\"https:\/\/naturalgasintel.com\/news\/australian-domestic-natural-gas-surplus-thins-creating-more-global-lng-supply-risk\/\" target=\"_blank\" rel=\"noreferrer noopener\">redirecting uncontracted LNG<\/a> sales to domestic buyers to adopting a <a href=\"https:\/\/www.abc.net.au\/news\/2025-03-28\/experts-poke-holes-in-the-coalition-s-gas-reservation-plans\/105077956\" target=\"_blank\" rel=\"noreferrer noopener\">nationwide reservation policy<\/a> modelled on Western Australia\u2019s, which <a href=\"https:\/\/www.wa.gov.au\/government\/wa-domestic-gas-policy\" target=\"_blank\" rel=\"noreferrer noopener\">mandates 15%<\/a> of gas stay onshore.<\/p>\n\n\n\n<p>Macks Advisory has <a href=\"https:\/\/www.macksadvisory.com.au\/engage\/practical-information\/news\/2025\/june\/economy-s-future-depends-on-fixing-the-gas-dilemma\/\" target=\"_blank\" rel=\"noreferrer noopener\">suggested<\/a> pairing such a policy with a 100% tax on export sales above AUD 7 per gigajoule, while others advocate for <a href=\"https:\/\/rogermontgomery.com\/australias-gas-crisis-rich-in-resources-but-struggling-with-energy-costs\/\" target=\"_blank\" rel=\"noreferrer noopener\">investment in interstate pipelines<\/a> to better connect supply with demand.<\/p>\n\n\n\n<p>The Institute for Energy Economics and Financial Analysis also <a href=\"https:\/\/ieefa.org\/resources\/australias-gas-market-isnt-working-it-needs-flexible-regulation-mechanisms-fix-its\" target=\"_blank\" rel=\"noreferrer noopener\">proposes<\/a> export licences for new long-term contracts, alongside a tax on spot sales, to incentivise domestic gas supply without deterring investment.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-gas-energy-in-australia-to-play-a-narrower-role-can-renewable-energy-take-the-lead\"><strong>Gas Energy in Australia To Play a Narrower Role: Can Renewable Energy Take the Lead?<\/strong><\/h2>\n\n\n\n<p>Looking ahead, AEMO <a href=\"https:\/\/www.aemo.com.au\/energy-systems\/major-publications\/integrated-system-plan-isp\/2024-integrated-system-plan-isp\" target=\"_blank\" rel=\"noreferrer noopener\">expects gas to serve only a backup role<\/a>, covering seasonal shortfalls rather than providing regular peaking support.<\/p>\n\n\n\n<p>\u201cAs coal-fired power stations retire, renewable energy connected with transmission and distribution, firmed with storage and backed up by gas-powered generation is the lowest-cost way to supply electricity to homes and businesses through Australia\u2019s transition to a net zero economy,\u201d AEMO <a href=\"https:\/\/www.aemo.com.au\/energy-systems\/major-publications\/integrated-system-plan-isp\/2024-integrated-system-plan-isp\" target=\"_blank\" rel=\"noreferrer noopener\">wrote<\/a> in its 2024 ISP.<\/p>\n\n\n\n<p>But industry groups caution against leaning too heavily on gas. The Clean Energy Council in Australia cites CSIRO\u2019s GenCost analysis showing gas-fired power as among the most expensive options.<\/p>\n\n\n\n<p>\u201cIn the long term, the least cost and most reliable energy system will be powered by a suite of renewable energy solutions \u2014 wind, small and large-scale solar, hydro \u2014 combined with a more robust grid and various energy storage solutions including batteries, pumped hydro and emerging storage technologies,\u201d <a href=\"https:\/\/cleanenergycouncil.org.au\/news-resources\/cec-s-statement-on-the-role-of-gas-in-aus-energy-mix\" target=\"_blank\" rel=\"noreferrer noopener\">the council argues<\/a>.<\/p>\n\n\n\n<p>Australia stands at a crossroads.
